Congress Park, located between Downtown Dade City and the Pasco County Fairgrounds, is a residential and small-town Dade City neighborhood with a leafy street grid and a low-rise, porch-lined streetscape. The neighborhood’s character concentrates around the Courthouse Square area at 7th Street and Meridian Avenue, where antique storefronts, coffee counters, and local eateries set a steady daytime rhythm. Architecture leans toward early-to-mid-century Florida homes mixed with older cottages, with mature trees shaping the sidewalks. Pioneer Florida Museum & Village and the Pasco County Fairgrounds add a strong sense of place through exhibits, festivals, and seasonal events. Green space and casual recreation center on nearby parks and ballfields, keeping the pace relaxed and walkable.

RS-1
Residential Single Family-1 District
The RS Districts are established as zone districts in which the principal use of land is single-family residential development at a low to moderate density. These districts, designated as RS-1, RS-2 and RS-3, are intended to include land developed for low to medium density single-family detached residences and vacant or partially developed lands indicated in the comprehensive plan as proposed for such use. Within areas designated RS-1, RS-2 and RS-3, except for child care center locations, the nature of the use of property is the same with distinction being made as to lot area and width. The minimum lot area for a single-family uses is 10,000 sq ft for RS-1 lots. Complementary Conditional Uses are also allowed upon approval by the Planning Board. Complementary uses customarily found in residential zone districts, such as community facilities, religious institutions, parks and playgrounds are by conditional use approval. The regulations of this district are intended to discourage any use that would substantially interfere with the development of single-family dwellings and that would be detrimental to the quiet residential nature of the district.
