The short story is that prices are up a little, sales are up a lot, interest rates are down for the moment but foreclosures are also increasing &amp; nobody knows for sure if Congress will extend the first-time home-buyer credit. The market seems unlikely to get much better or worse any time soon. Let\u2019s dive into the detail so you can sort it out for yourself.<br \/>\n<strong>Prices Increase Nationwide for the First Time in Three Years<\/strong><br \/>\nThe Case-Shiller index for July 2009 came out this morning and it shows <a href=\"https:\/\/redfin.com\/blog\/2009\/08\/first_broad_price_increase_seen_in_case-shiller_index.html\">the first month-over-month price increase<\/a> across the 20-city composite since May 2006 \u2013 even when adjusting for the flurry of summer demand. The 20-city composite gained .7% over June 2009, but dropped 15.5% since July 2008. Every market Redfin serves improved except for Seattle.<br \/>\nPrices jumped most sharply in the Bay Area (+3.1%), but the rally has been the most sustained in Chicago, Boston and Washington DC, where prices have been increasing for three or four months. According to the National Association of Realtors, the number of existing homes that sold <a href=\"http:\/\/www.realtor.org\/press_room\/news_releases\/2009\/08\/strong_uptrend\">increased nationwide 7.2%<\/a> in July over June, the fourth consecutive month of increasing sales volume.<br \/>\nNAR reports this increase was almost entirely driven by sales in the Midwest and Northeast but California has also been exceptionally strong. California\u2019s July sales increased 2.1% over June and <a href=\"http:\/\/www.dqnews.com\/Articles\/2009\/News\/California\/RRCA090821.aspx\">prices increased 1.6%<\/a>. In both the Bay Area and Southern California, <a href=\"http:\/\/www.dqnews.com\/Articles\/2009\/News\/California\/Bay-Area\/RRBay090821.aspx\">high-end demand increased sharply<\/a>, with July <a href=\"http:\/\/www.dqnews.com\/Articles\/2009\/News\/California\/Southern-CA\/RRSCA090818.aspx\">Southern California sales volume reaching its highest level in three years<\/a>. Single-family housing starts were <a href=\"http:\/\/www.nahb.org\/news_details.aspx?sectionID=0&amp;newsID=9632\">up 1.7% in July<\/a>.<br \/>\n<strong>So Is This the Bottom?<br \/>\n<span style=\"font-weight: normal\">All this data has led some folks to hope <a href=\"http:\/\/online.wsj.com\/article\/SB10001424052970204271104574290650401076352.html\">we\u2019ve hit bottom<\/a>. The way we think about that question is in terms of supply and demand:<\/span><\/strong><\/p>\n<ul>\n<li><strong>Supply<\/strong> is largely controlled these days by how long it takes banks to put all the foreclosed homes on the market &#8212; and they still have tons of backlog.<\/li>\n<li><strong>Demand<\/strong> hinges on whether Congress extends <a href=\"https:\/\/redfin.com\/definition\/first-time-home-buyer-tax-credit\">the first-time home-buyer tax credit<\/a>, set to expire on November 30, and how long interest rates can remain so low; most believe <a href=\"http:\/\/www.calculatedriskblog.com\/2009\/08\/comment-on-first-time-homebuyer-tax.html\">Congress will extend the tax credit<\/a>.<\/li>\n<\/ul>\n<p><strong>But the Supply of Foreclosures Keeps Increasing<\/strong><br \/>\nLet\u2019s take a closer look at what is happening to foreclosure inventory. <a href=\"http:\/\/www.realtytrac.com\/ContentManagement\/PressRelease.aspx?channelid=9&amp;ItemID=7192\">Foreclosure filings increased 7%<\/a> in July 2009 over the same period last year, reaching record-setting levels for the third time in the last five months. The good news is that fewer home-owners are getting behind on their mortgage payments, but the bad news is that those who do fall behind are <a href=\"http:\/\/blogs.wsj.com\/developments\/2009\/08\/24\/more-prime-borrowers-who-fall-behind-arent-catching-up\/\">giving up more quickly than ever<\/a>. Hopefully that means we\u2019ll get through the worst of the foreclosures in the next few months unless unemployment stays high, but it will still take at least a year to sell all the foreclosed inventory off.<br \/>\n<strong>Interest Rates Dropping But May Increase Long-Term<\/strong><br \/>\nThat means the cost of a house is unlikely to rise substantially in the next year, but we tend to think that the cost of the money to buy it probably will: a 1% increase in mortgage rates is equivalent to a 10% increase in the cost of a home. Taking together the cost of real estate and the cost of a mortgage, Wells Fargo &amp; the National Association of Homebuilders estimate that housing affordability is <a href=\"http:\/\/www.nahb.org\/news_details.aspx?sectionID=0&amp;newsID=9635\">nearly the best it has been in 18 years<\/a>.<br \/>\nSo the key question is whether rates will increase much any time soon?<br \/>\nMortgage rates dropped over the past three weeks to 5.52 percent for a 30-year fixed-rate loan, <a href=\"http:\/\/investor.bankrate.com\/releasedetail.cfm?ReleaseID=404167\">the lowest level since Memorial Day<\/a>. Setting aside discount and origination points, the <a href=\"http:\/\/www.zillow.com\/30_Year_Fixed_Mortgage_Rates\/\">average rate has been 5.16%<\/a>, very low if not quite record-setting. Most experts think rates will remain flat or fall over the next 45 days as money shifts from the stock market to interest-bearing bonds, but the long-term outlook is for higher rates because of <a href=\"http:\/\/www.nytimes.com\/2009\/08\/19\/opinion\/19buffett.html?pagewanted=all\">concerns over government debt and inflation<\/a>.<br \/>\n<strong>Redfin One of Time\u2019s Top 50!<\/strong><br \/>\nSo that\u2019s what\u2019s happening in the real estate market. What about at Redfin? Well just yesterday, Time Magazine recognized Redfin as <a href=\"http:\/\/www.time.com\/time\/specials\/packages\/article\/0,28804,1918031_1918016_1917945,00.html\">one of the top 50 sites<\/a> on the Web. A few weeks ago, we made waves at the industry\u2019s big conference in a keynote challenging the old brands to <a href=\"http:\/\/www.inman.com\/news\/2009\/08\/6\/redfin-metro-brokers-stir-debate\">focus on service rather than sales<\/a>.<br \/>\nAnd Redfin continues to employ top producers in almost every one of our markets. For example, the <a href=\"https:\/\/redfin.com\/blog\/boston\/2009\/08\/redfin_has_the_top_three_buyers_agents_in_eastern_massachusetts.html\">top-three buyers\u2019 agents in Boston<\/a>, the <a href=\"https:\/\/redfin.com\/blog\/seattle\/2009\/08\/redfin_has_the_top_three_buyers_agents_in_king_county_.html\">top-three in Seattle<\/a> and <a href=\"https:\/\/redfin.com\/blog\/boston\/2009\/08\/redfin_has_the_top_three_buyers_agents_in_eastern_massachusetts.html\">two of the top ten in the DC area<\/a> &#8212; are\u00a0all Redfin agents.
