Now that Europe and Greece are friends again, or at least frenemies, all eyes are on Fed Chair <strong>Janet Yellen<\/strong>. She talks to Congress \u00a0this week and could offer more clues on when and how quickly the central bank might raise interest rates. Economic data has been OK, but not great. This week, Redfin releases <a href=\"https:\/\/redfin.com\/research\/reports\/real-time-housing-market-tracker\" target=\"_blank\" rel=\"noopener noreferrer\">data <\/a>on June home prices and sales, and we get a look at inflation, home construction and <strong>Pluto<\/strong>. Read on.<\/p>\n<h2>To hike or not to hike<\/h2>\n<p>On Friday, <a href=\"https:\/\/redfin.com\/blog\/2015\/07\/yellen-mortgage-rate-hike-this-year.html\" target=\"_blank\" rel=\"noopener noreferrer\">Yellen signaled<\/a>\u00a0 a rate hike was likely before the end of the year, and that was before Sunday\u2019s all-nighter in Brussels that brought a path to re-open Greek banks. She&#8217;ll speak again Wednesday and Thursday.<br \/>\nHere\u2019s what we know already. The economy is improving, but slowly. Job openings, which Yellen likes to cite, hit a record high in May and the number of hires to openings dropped to a record low. That means there are more help-wanted signs than qualified workers and employers can&#8217;t hire fast enough. Still, consumers aren&#8217;t shopping much and wages aren\u2019t rising as fast as we\u2019d like. Last week, the <a href=\"http:\/\/americasmarkets.usatoday.com\/2015\/07\/07\/imf-again-warns-fed-to-hold-off-on-rate-hikes\/\" target=\"_blank\" rel=\"noopener noreferrer\">International Monetary Fund<\/a>, which is in the thick of things with Greece, urged the Fed to put off a rate hike until next year.<\/p>\n<h2>Change your ZIP code, change your life?<\/h2>\n<p>Where should poor people live? Everywhere, says the Department of Housing and Urban Development. Last week it announced a long-awaited plan to reduce racial and economic segregation. In essence, the agency will provide housing vouchers to help low-income families move to neighborhoods with less poverty, better schools and more jobs.<br \/>\nHUD has a <a href=\"http:\/\/www.washingtonpost.com\/investigations\/a-pattern-of-hud-projects-stalled-or-abandoned\/2011\/03\/14\/AFWelh3G_story.html\" target=\"_blank\" rel=\"noopener noreferrer\">mixed record<\/a> when it comes to public housing, but this latest plan holds promise. The agency will provide data and mapping tools to communities, which will need to identify segregated neighborhoods before they can get federal housing dollars.<br \/>\nThere\u2019s plenty of research showing that segregation and entrenched poverty go hand-in-hand. Studies from the <a href=\"http:\/\/www.pewtrusts.org\/en\/archived-projects\/economic-mobility-project\" target=\"_blank\" rel=\"noopener noreferrer\">Pew Charitable Trust<\/a> have found that children born into poor neighborhoods are more likely to remain poor as adults. At <a href=\"http:\/\/www.equality-of-opportunity.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Harvard<\/a>, researchers have shown that when low-income families move to communities with less poverty, their children are more likely to attend college and get higher-paying jobs.<br \/>\n\u201cA ZIP code should never determine a child\u2019s future,\u201d HUD Secretary Julian Castro said. The new program goes live in 2018.<\/p>\n<h2>Etc.<\/h2>\n<p>Oh, about interest rates: Higher mortgage rates have only a \u201cmodest effect\u201d on house prices, <a href=\"http:\/\/libertystreeteconomics.newyorkfed.org\/2015\/07\/how-sensitive-is-housing-demand-to-down-payment-requirements-and-mortgage-rates.html\" target=\"_blank\" rel=\"noopener noreferrer\">Fed research<\/a> shows. Incomes play a much bigger role. This week, Redfin&#8217;s Nela Richardson will release data on rates and demand.<br \/>\nOh, about public housing: President Obama wants to put <a href=\"https:\/\/www.whitehouse.gov\/the-press-office\/2015\/07\/07\/fact-sheet-administration-announces-new-initiative-increase-solar-access\" target=\"_blank\" rel=\"noopener noreferrer\">solar<\/a> on the rooftops.<br \/>\nStop throwing shade on <strong>first-time buyers<\/strong>. A government <a href=\"http:\/\/www.fhfa.gov\/\/PolicyProgramsResearch\/Research\/Pages\/Working-Paper-15-2-Effect-of-First-Time-Homebuyer-Status-on-Mortgage-Default-and--Prepayment.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">paper<\/a> upends the conventional wisdom that they\u2019re higher risk.<br \/>\nBuy or rent? <a href=\"http:\/\/www.realtytrac.com\/news\/home-prices-and-sales\/realtytrac-buy-to-rent-housing-market-analysis-july-2015\/\" target=\"_blank\" rel=\"noopener noreferrer\">RealtyTrac<\/a> answers the question.
