In January, Redfin saw its home tour index reach its highest level on record, while the number of customers making offers fell year over year for the first time since October of 2013, signaling that more buyers are continuing to search but fewer are having success finding the right home in their price range.<\/p>\n<figure id=\"media-45015\" class=\"align-none\"><a href=\"https:\/\/public.tableau.com\/views\/MonthlyToursandOffers1\/MonthlyTourandOfferIndex?:embed=y&amp;:loadOrderID=1&amp;:display_count=yes&amp;:showTabs=y\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2016\/02\/redfin-tour-and-offer-level-january-2016.png\" alt=\"redfin-tour-and-offer-level-january-2016\" width=\"784\" height=\"484\" \/><\/a><\/figure>\n<p style=\"text-align: center;\"><em>Click <a href=\"https:\/\/public.tableau.com\/views\/MonthlyToursandOffers1\/MonthlyTourandOfferIndex?:embed=y&amp;:loadOrderID=1&amp;:display_count=yes&amp;:showTabs=y\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a> to view the interactive dashboard from <a href=\"https:\/\/redfin.com\/blog\/data-center\">Redfin&#8217;s Data Center<\/a><\/em><\/p>\n<h3><span style=\"font-weight: 400;\">The Balance of the Market in 2016 Will be Determined by Supply<\/span><\/h3>\n<p><a href=\"https:\/\/redfin.com\/blog\/2016\/01\/mortgage-rate-watch-home-loans-just-got-cheaper.html?utm_content=buffer887f9&amp;utm_medium=social&amp;utm_source=facebook.com&amp;utm_campaign=buffer\"><span style=\"font-weight: 400;\">Low mortgage rates<\/span><\/a><span style=\"font-weight: 400;\"> and improving economic conditions bolstered demand in 2015, but higher prices have not promoted matching levels of listings. Instead, low rates have caused homeowners to refinance under historically favorable terms, leaving many potential sellers happier to remain where they are and invest in improvements rather than move. \u00a0We found that since 2001, the average amount of time homeowners stayed in their current residence <\/span><a href=\"https:\/\/redfin.com\/blog\/2016\/02\/with-prices-so-high-why-no-supply.html\"><span style=\"font-weight: 400;\">more than doubled<\/span><\/a><span style=\"font-weight: 400;\"> from four to nearly ten years. \u00a0And homeowners staying put longer creates less opportunity for first-time buyers, who tend to seek already-built units as starter homes. The National Association of Realtors reported in November that <\/span><a href=\"http:\/\/www.realtor.org\/news-releases\/2015\/11\/first-time-buyers-fall-again-in-nar-annual-buyer-and-seller-survey\"><span style=\"font-weight: 400;\">the share of first-time buyers fell to 32 percent, the lowest level seen since 1987<\/span><\/a><span style=\"font-weight: 400;\">. \u00a0<\/span><br \/>\n<span style=\"font-weight: 400;\">So where can the market go from here? We foresee three potential outcomes in 2016:<\/span><br \/>\n<b>Scenario 1: Homeowners and builders bring more balance to the market<\/b><span style=\"font-weight: 400;\">. \u00a0Many more homeowners decide to move up or elsewhere, and builders bring about a million and-a-half more new homes to the market than they did last year, helping to balance supply with demand. \u00a0<\/span><a href=\"https:\/\/research.stlouisfed.org\/fred2\/series\/HOUST#\"><span style=\"font-weight: 400;\">Housing starts were up by 10.5 percent in 2015<\/span><\/a><span style=\"font-weight: 400;\">. \u00a0They would need to increase by double that rate in 2016, which isn\u2019t looking likely according to the <\/span><a href=\"https:\/\/research.stlouisfed.org\/fred2\/series\/HOUST\"><span style=\"font-weight: 400;\">most recent data on housing starts<\/span><\/a><span style=\"font-weight: 400;\"> from the Census.<\/span><br \/>\n<b>Scenario 2: More competition, more price growth, slowing or weakening sales growth. \u00a0<\/b><span style=\"font-weight: 400;\">Bidding wars become even more prevalent as demand remains strong, while supply is choked by lack of new listings and not enough new construction. \u00a0Prices increase by double-digit rates in many regions, and home sales hover near 2015 levels.<\/span><br \/>\n<b>Scenario 3: Buyers retreat, prices peak. \u00a0<\/b><span style=\"font-weight: 400;\">Low inventory, high prices and competition in many areas squeeze buyers out of the market. \u00a0Growth in home sales stalls, prices peak, and the top of this housing cycle is realized.<\/span><br \/>\n<span style=\"font-weight: 400;\">\u201cThe economy is facing significant headwinds this year. Though housing is positioned for growth it is also extremely sensitive to the jarring macroeconomy\u201d says Redfin\u2019s chief economist Nela Richardson. \u201cSo far sales have been bulletproof to price\u00a0increases, but this is unsustainable in a slowly\u00a0growing economy unless inventory improves.\u201d<\/span><\/p>\n<h3>Other January Highlights<\/h3>\n<p><strong>Prices<\/strong><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Price growth accelerated fastest in several of the more affordable metro regions, with the median sale price in Tampa ($165,000) rising 22.2% year over year. Prices in Detroit rose 17.1% to $123,000 and increased 16.7% to $105,000 in Akron, OH.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">San Francisco ($960,000), San Jose ($765,000), and Orange County, Calif.
