Here\u2019s Why."},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The Supreme Court today deadlocked over the legality of President Barack Obama\u2019s effort to shield the undocumented immigrant parents of U.S. citizens, a move\u00a0that exposes some 4 million people to a higher risk of deportation and denies them an opportunity to work legally in the U.S. <\/span><br \/>\nEven if you\u2019re not an immigrant, you should care. Beyond the legalities, the court\u2019s decision\u00a0is a blunt reminder of how our economy is being yoked by outdated and ineffective immigration policies.<\/p>\n<h3>The background<\/h3>\n<p><span style=\"font-weight: 400;\">About 10 million families in the U.S. have at least one member who would have been eligible for relief under the Obama order, known as <\/span><span style=\"font-weight: 400;\">Deferred Action for Parents of Americans and Lawful Permanent Residents, or DAPA for short. <\/span><br \/>\nAnnounced in 2014, the plan sought to protect parents of American-born children from deportation and authorized millions of them to work in the U.S. legally for three years.<br \/>\n<span style=\"font-weight: 400;\">It had the potential to pull an estimated 100,000 families out of poverty and give economic respite to millions more, according to research from the <\/span><a href=\"http:\/\/www.migrationpolicy.org\/research\/deferred-action-unauthorized-immigrant-parents-analysis-dapas-potential-effects-families\"><span style=\"font-weight: 400;\">Migration Policy Institute<\/span><\/a><span style=\"font-weight: 400;\">. By raising incomes, it offered \u00a0families a helping hand into homeownership, too. And 69 percent of people eligible for DAPA have lived in the U.S. a decade or more. <\/span><br \/>\n<span style=\"font-weight: 400;\">In March, <\/span><a href=\"https:\/\/redfin.com\/blog?utm_source=blog&amp;utm_medium=post&amp;utm_content=real_estate&amp;utm_campaign=1002170\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Redfin<\/span><\/a><span style=\"font-weight: 400;\"> and more than 60 other tech companies and leaders asked the Supreme Court to green light the Obama plan.\u00a0<\/span><br \/>\n<span style=\"font-weight: 400;\">\u201cThe failure of our political system to make progress on modernizing our nation\u2019s immigration system has made it harder for U.S. businesses to compete in the global marketplace,\u201d they <\/span><a href=\"http:\/\/www.scotusblog.com\/wp-content\/uploads\/2016\/03\/303227926-BRIEF-OF-AMICI-CURIAE-MEMBERS-OF-THE-BUSINESS-COMMUNITY-IN-SUPPORT-OF-PETITIONERS.pdf\"><span style=\"font-weight: 400;\">told the court<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h3>What does this have to do with housing?<\/h3>\n<p><span style=\"font-weight: 400;\">Undocumented immigrants constitute more than 5 percent of the U.S. workforce, which means they\u2019re a big contributor to our economic growth. <\/span><br \/>\n<span style=\"font-weight: 400;\">In some industries, including homebuilding, their ranks are even bigger. In housing, immigrant workers are easing a skills shortage that\u2019s contributing to <\/span><a href=\"https:\/\/redfin.com\/blog\/2016\/06\/were-building-6-homes-for-every-10-new-households-where-will-people-live.html?utm_source=blog&amp;utm_medium=post&amp;utm_content=real_estate&amp;utm_campaign=1002170\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">construction woes<\/span><\/a><span style=\"font-weight: 400;\"> and low housing inventory. <\/span><br \/>\n<span style=\"font-weight: 400;\">More than one in five construction industry workers are foreign born, according to the <\/span><a href=\"http:\/\/www.nahb.org\"><span style=\"font-weight: 400;\">National Association of Homebuilders<\/span><\/a><span style=\"font-weight: 400;\">, meaning we need our immigrant population to keep the market functioning.<\/span><br \/>\n<span style=\"font-weight: 400;\">Increasingly, immigrants are homebuyers, too. They accounted for more than a third of household growth in the past decade and stabilized housing demand as the relatively small generation X population came of age, according to <\/span><a href=\"http:\/\/www.jchs.harvard.edu\/research\/state_nations_housing\"><span style=\"font-weight: 400;\">The State of the Nation\u2019s Housing<\/span><\/a><span style=\"font-weight: 400;\">, a report from Harvard\u2019s Joint Center for Housing Studies. <\/span><br \/>\n<span style=\"font-weight: 400;\">\u201cGoing forward, as the millennials replace the gen-Xers among households in their 30s and 40s, immigrants will fuel additional need for housing, adding to the strong demand expected from what already is the largest, most diverse generation in history,\u201d Harvard researchers wrote.<\/span><\/p>\n<h3>What&#8217;s next?<\/h3>\n<p><span style=\"font-weight: 400;\">One one level, DAPA was an act of presidential \u00a0<\/span><a href=\"https:\/\/www.whitehouse.gov\/issues\/immigration\/economy\"><span style=\"font-weight: 400;\">frustration<\/span><\/a><span style=\"font-weight: 400;\"> with Washington gridlock. At its best it was a temporary fix, no substitute for comprehensive reform. But it offered mercy, a measure of peace and an economic lift to millions of families, and thus the rest of us. \u00a0<\/span><br \/>\nGOP presidential candidate Donald Trump, who has vowed to deport 11 million undocumented immigrants, congratulated the court.
