The U.S. Census Bureau plans to start tracking the issue in 2017. Many attempts to measure evictions are only on a local level (e.g., the <\/span><a href=\"https:\/\/dataverse.harvard.edu\/dataset.xhtml?persistentId=doi:10.7910\/DVN\/BLUU3U\"><span style=\"font-weight: 400\">Milwaukee Area Renters Study<\/span><\/a><span style=\"font-weight: 400\">). Even those <\/span><a href=\"http:\/\/fivethirtyeight.com\/features\/how-we-undercounted-evictions-by-asking-the-wrong-questions\/\"><span style=\"font-weight: 400\">can far undercount<\/span><\/a><span style=\"font-weight: 400\"> the true number of families that are forced into a move, either formally through housing courts, or informally through unscrupulous methods by property owners. <\/span><br \/>\n<span style=\"font-weight: 400\">More than 20 million renters&#8211;over half of all renters in the U.S.&#8211;were cost burdened, meaning they spent at least 30 percent of their income on rent, as of 2015. That\u2019s up from almost 15 million in 2001. <\/span><span style=\"font-weight: 400\">Despite the increase in cost-burdened renters, little is known about the rate of evictions in U.S. cities annually. We dug into the data to quantify the effect of rising housing costs on the frequency of families being evicted. Using data provided by <\/span><span style=\"font-weight: 400\"><a href=\"http:\/\/amer-info.com\/\"> American Information Research Services, Inc<\/a>.<\/span><span style=\"font-weight: 400\">, a data aggregator for evictions and public records, Redfin analyzed more than six million eviction records across 19 states where data was available. We then used this data to predict the number of evictions for each U.S. county, as well as the country at large.<\/span><\/p>\n<h2><span style=\"font-weight: 400\">Higher Housing Burden, Higher Eviction Rates <\/span><\/h2>\n<p><a href=\"http:\/\/www.urban.org\/research\/publication\/housing-affordability-gap-extremely-low-income-renters-2013\"><span style=\"font-weight: 400\">Insufficient supply of affordable housing <\/span><\/a><span style=\"font-weight: 400\"> in many cities continues to push up housing costs, which have been rising rapidly in both the <\/span><a href=\"https:\/\/redfin.com\/blog\/data-center\"><span style=\"font-weight: 400\"> for sale<\/span><\/a><span style=\"font-weight: 400\"> (48.6%) and <\/span><a href=\"https:\/\/fred.stlouisfed.org\/series\/CUUR0000SEHA\"><span style=\"font-weight: 400\"> rental markets<\/span><\/a><span style=\"font-weight: 400\"> (19.4%) from January 2011 through October 2016. <\/span><a href=\"https:\/\/fred.stlouisfed.org\/series\/MEHOINUSA646N\"><span style=\"font-weight: 400\">Household incomes<\/span><\/a><span style=\"font-weight: 400\"> have not kept pace. <\/span><br \/>\n<span style=\"font-weight: 400\">As a result, the median rent &#8211; to &#8211; household income ratio grew by more than 2 percent in most metros from 2011 to 2014, according to the U.S. Census. We also found that neighborhoods with the highest median rent &#8211; to &#8211; income ratios have much higher eviction rates (evictions per renter household) than neighborhoods that spend less of their income on rent. <\/span><br \/>\n<span style=\"font-weight: 400\">The data also reveals that the 15 metros with the biggest increases in the portion of income spent on rent from 2011 to 2014 (an average increase of 5.8%) experienced a 3.8 percent increase in the number of evicted families from 2013 to 2014. The other 56 metros (an average increase of 1.3%) experienced a slight decline in evictions (-1.4%) in aggregate\u2014supporting the idea that growing housing costs precipitate higher rates of evictions. <\/span><br \/>\n<span style=\"font-weight: 400\">The chart below displays the 30 largest metros where eviction data is available\u00a0and shows the change in housing cost burden<\/span><span style=\"font-weight: 400\"> from 2011 to 2014 along with the eviction rate in 2014.<\/span><span style=\"font-weight: 400\"> In <a href=\"https:\/\/redfin.com\/city\/13136\/NJ\/Newark\/filter\/status=active\" target=\"_blank\" rel=\"noopener noreferrer\">Newark, New Jersey<\/a>, where the housing burden has increased by 4 percent, one out of every 11 rental households were evicted from their homes in 2014. Surprisingly, the level of cost-burdened residents is not the only driver of eviction rates. In <a href=\"https:\/\/redfin.com\/city\/10201\/NV\/Las-Vegas\/filter\/include=forsale+mlsfsbo+construction,status=active\" target=\"_blank\" rel=\"noopener noreferrer\">Las Vegas<\/a>, where the ratio is relatively low, one out of 12 rental households are evicted each year.<\/span><\/p>\n<figure id=\"media-55666\" class=\"align-none\"><img decoding=\"async\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2016\/12\/Most-Cost-Burdened-Metros.png\" alt=\"Most Cost Burdened Metros\" \/><\/figure>\n<h2><span style=\"font-weight: 400\">Welcome to Your New Home: Immigration and Evictions<\/span><\/h2>\n<p><span style=\"font-weight: 400\">So what areas are most heavily challenged with evictions? Data from the American Community Survey reveals that evictions are most common in areas with higher foreign-born population rates (see chart). The top 10 percent of neighborhoods by eviction rate had the highest rates of foreign-born residents at more than 11 percent. Neighborhoods at the bottom 10 percent of evictions had a smaller share of foreign-born residents at about 8 percent.<\/span><br \/>\n<span style=\"font-weight: 400\">There have been many stories arising across the U.S. of landlords evicting foreigners. In Northern Virginia, the <\/span><a href=\"https:\/\/www.washingtonpost.com\/local\/virginia-news\/without-social-security-numbers-illegal-immigrants-face-eviction\/2016\/02\/10\/2fcd64c2-ca9d-11e5-a7b2-5a2f824b02c9_story.html\"><span style=\"font-weight: 400\">Washington Post<\/span><\/a><span style=\"font-weight: 400\"> recently reported of landlords requiring Social Security Numbers from non-U.S. citizens, supposedly targeting their immigration status. <\/span><br \/>\n<span style=\"font-weight: 400\">In Washington state, the <\/span><a href=\"http:\/\/www.seattletimes.com\/pacific-nw-magazine\/unsettled-immigrants-search-for-their-forever-homes-in-seattle\/\"><span style=\"font-weight: 400\">Seattle Times<\/span><\/a><span style=\"font-weight: 400\"> detailed the challenge faced by many immigrants and refugees who arrive in Seattle, which is in the midst of a regional housing crisis. They write of a community gathering of \u201crecent East African refugees holding eviction notices and tenants who say they\u2019re having trouble keeping up with rent and fear being kicked out of their homes.\u201d<\/span><br \/>\n<span style=\"font-weight: 400\">Additionally, in September of last year, a large group of refugees in <\/span><a href=\"http:\/\/www.ktvb.com\/news\/local\/hundreds-of-refugees-forced-out-of-boise-apartments\/175207336\"><span style=\"font-weight: 400\">Boise, Idaho<\/span><\/a><span style=\"font-weight: 400\"> had just a few weeks to find new affordable housing after an apartment complex decided to remodel. \u00a0<\/span><\/p>\n<figure id=\"media-55667\" class=\"align-none\"><img decoding=\"async\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2016\/12\/Evictions-Rate-Foreign-Born-Population.png\" alt=\"Evictions Rate &amp; Foreign Born Population\" \/><\/figure>\n<h2><span style=\"font-weight: 400\">What is to be Done? <\/span><\/h2>\n<p><span style=\"font-weight: 400\">Evictions have <a href=\"http:\/\/www.marketplace.org\/2016\/12\/12\/wealth-poverty\/evictions-rise-renters-struggle\">devastating consequences on families<\/a> and communities. Evicted families are often excluded from participating in the <\/span><a href=\"https:\/\/eligibility.com\/section-8\"><span style=\"font-weight: 400\">Housing Choice (Section 8) Voucher Program<\/span><\/a><span style=\"font-weight: 400\">. Getting evicted has also shown to cause <\/span><a href=\"http:\/\/scholar.harvard.edu\/files\/mdesmond\/files\/desmondgershenson.sp2016.pdf?m=1452638824\"><span style=\"font-weight: 400\"> jobs loss<\/span><\/a><span style=\"font-weight: 400\">, or worse, homelessness for some time. Communities with high eviction rates have an unstable social structure and are plagued with crime.<\/span><br \/>\n<span style=\"font-weight: 400\">Different parts of the country will require different solutions. In many coastal cities, where a shortage of homes for rent and for sale is a prime driver of high housing costs, more housing supply could make housing more affordable and ease the eviction rate. Rezoning certain districts in these cities for developers to build more housing would be a start.<\/span><br \/>\n<span style=\"font-weight: 400\">In contrast, much of the Rust Belt has ample supply and lower housing costs, but many rental households have seen <a href=\"http:\/\/www.marketplace.org\/2016\/12\/11\/wealth-poverty\/renters-facing-affordability-crisis-wages-stagnate\">stagnant wage growth<\/a>. Here, an expansion of the Voucher Program, which <\/span><span style=\"font-weight: 400\">has been <\/span><span style=\"font-weight: 400\"><a href=\"https:\/\/www.cbo.gov\/sites\/default\/files\/114th-congress-2015-2016\/reports\/50782-LowIncomeHousing-OneColumn.pdf\">little changed<\/a>\u00a0<\/span><span style=\"font-weight: 400\">over the past decade, <\/span><span style=\"font-weight: 400\">could <\/span><a href=\"http:\/\/fivethirtyeight.com\/features\/why-so-many-poor-americans-dont-get-help-paying-for-housing\/\"><span style=\"font-weight: 400\">ensure that more low-income households gain access<\/span><\/a><span style=\"font-weight: 400\"> to the program<\/span><span style=\"font-weight: 400\">. Currently, only about a quarter of those eligible <\/span><a href=\"http:\/\/www.cbpp.org\/sites\/default\/files\/atoms\/files\/12-18-13hous.pdf#page=10\"><span style=\"font-weight: 400\"> receive any assistance<\/span><\/a><span style=\"font-weight: 400\">.<\/span><br \/>\n<span style=\"font-weight: 400\">The lack of a right to counsel in housing court by tenants facing eviction has led to an imbalance of legal representation in favor of landlords paving the way for abuse of the court system through eviction proceedings. New York City\u2019s Mayor, Bill de Blasio, <\/span><a href=\"http:\/\/www.nytimes.com\/2016\/09\/27\/nyregion\/legal-aid-tenants-in-new-york-housing-court.html\"><span style=\"font-weight: 400\">continues to expand spending<\/span><\/a><span style=\"font-weight: 400\"> on legal services for low-income tenants facing eviction, contending it has saved more than the amount spent by keeping families out of shelters. &#8220;Three years ago just one in 100 tenants in housing court had representation. Today, more than one in four have representation,&#8221; the <\/span><a href=\"http:\/\/www1.nyc.gov\/office-of-the-mayor\/news\/698-16\/city-report-reveals-major-increase-the-number-tenants-housing-court-who-have-legal#\/0\"><span style=\"font-weight: 400\">city reported<\/span><\/a><span style=\"font-weight: 400\">. Evictions have declined by 24 percent since the initiative began in 2013. <a href=\"https:\/\/nextcity.org\/daily\/entry\/dc-council-housing-court-free-legal-help\">Washington, D.C.<\/a> is now aiming to follow suit. <\/span><br \/>\n<span style=\"font-weight: 400\">Without an expansion in policies to address the <\/span><a href=\"http:\/\/apps.urban.org\/features\/cost-of-affordable-housing\/\"><span style=\"font-weight: 400\">affordable housing shortage<\/span><\/a><span style=\"font-weight: 400\"> and the increase in cost-burdened renters, evictions will become an even more prevalent feature of the U.S. housing market.<\/span><\/p>\n<h3><span style=\"font-weight: 400\">Methodology<\/span><\/h3>\n<p><span style=\"font-weight: 400\">For this analysis, Redfin partnered with <\/span><a href=\"http:\/\/amer-info.com\/\"><span style=\"font-weight: 400\"> American Information Research Services, Inc<\/span><\/a><span style=\"font-weight: 400\"> for all eviction records. Informal evictions, i.e. those not filed through the courts, were not included in the study and may be even more prevalent. Data on the gross-rent-to-household incomes (GRAPI) was provided by the <\/span><a href=\"https:\/\/www.socialexplorer.com\/data\/ACS2014\/metadata\/?ds=SE&amp;table=T103\"><span style=\"font-weight: 400\">American Community Survey<\/span><\/a><span style=\"font-weight: 400\"> of the U.S. Census.
