{"id":61304,"date":"2018-02-07T05:00:30","date_gmt":"2018-02-07T13:00:30","guid":{"rendered":"https:\/\/redfindevelop.wpengine.com\/blog\/?p=61304"},"modified":"2020-10-03T11:32:38","modified_gmt":"2020-10-03T18:32:38","slug":"q4-migration-report","status":"publish","type":"post","link":"https:\/\/www.redfin.com\/news\/q4-migration-report\/","title":{"rendered":"Affordable Inland Metros Drew People from San Francisco, New York and Los Angeles"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The fourth quarter of 2017 saw people in expensive, high-tax coastal markets like <\/span><a href=\"https:\/\/redfin.com\/city\/17151\/CA\/San-Francisco\"><span style=\"font-weight: 400;\">San Francisco<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/redfin.com\/city\/30749\/NY\/New-York\"><span style=\"font-weight: 400;\">New York<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/redfin.com\/city\/11203\/CA\/Los-Angeles\"><span style=\"font-weight: 400;\">Los Angeles<\/span><\/a><span style=\"font-weight: 400;\">, search for homes in metros like <\/span><a href=\"https:\/\/redfin.com\/city\/16409\/CA\/Sacramento\"><span style=\"font-weight: 400;\">Sacramento<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/redfin.com\/city\/14240\/AZ\/Phoenix\"><span style=\"font-weight: 400;\">Phoenix<\/span><\/a><span style=\"font-weight: 400;\">, \u00a0<\/span><a href=\"https:\/\/redfin.com\/city\/10201\/NV\/Las-Vegas\"><span style=\"font-weight: 400;\">Las Vegas<\/span><\/a><span style=\"font-weight: 400;\">, and <\/span><a href=\"https:\/\/redfin.com\/city\/13415\/TN\/Nashville\"><span style=\"font-weight: 400;\">Nashville<\/span><\/a><span style=\"font-weight: 400;\"> where taxes are lower and housing is more affordable. This is a continuation of a trend we saw <\/span><a href=\"https:\/\/redfin.com\/blog\/2017\/11\/migration-report-q3-2017.html\"><span style=\"font-weight: 400;\">throughout the past year<\/span><\/a><span style=\"font-weight: 400;\">, but what was new last quarter was that the topic of taxes and tax reform came in conversations Redfin agents had with people looking to move away from the aforementioned coastal markets and into fast-growing mid-tier metros. We expect that in 2018, this migration pattern will intensify as tax reform becomes a reality and more people choose to relocate in search of a lower cost of living. Our migration analysis is based on a sample of more than 1 million Redfin.com users searching for homes across 75 metro areas from October through December 2017. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Among the 22 percent of <\/span><a href=\"https:\/\/redfin.com\/blog\/\"><span style=\"font-weight: 400;\">Redfin.com<\/span><\/a><span style=\"font-weight: 400;\"> home searchers who looked to move to another metro area in the fourth quarter, the following key trends emerge:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">San Francisco, New York, Los Angeles, <\/span><a href=\"https:\/\/redfin.com\/city\/12839\/DC\/Washington-DC\"><span style=\"font-weight: 400;\">Washington, D.C.<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/redfin.com\/city\/29470\/IL\/Chicago\"><span style=\"font-weight: 400;\">Chicago<\/span><\/a><span style=\"font-weight: 400;\"> posted the highest net outflows. \u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Fast-growing, mid-tier metros in the Sunbelt, including Phoenix and Las Vegas, and the South, including Atlanta and Nashville, had the highest net inflows.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Seattle saw more users looking to leave than to move to the area for the first time since we began tracking this data at the beginning of 2017.<\/span><\/li>\n<\/ul>\n<h3><strong>Moving Out \u2013 Metros with the Highest Net Outflow of Users<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">Tax reform limiting homeowners\u2019 combined property tax and SALT deduction that Congress was proposing, debating and signing into law at the end of 2017 may have begun to influence migration patterns as seen in users\u2019 search behavior in the fourth quarter. Tax savings are just one factor in people\u2019s decisions to move, but they may play a larger role in the pursuit of affordability going forward. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cPeople leaving coastal hubs in search of affordability has been a consistent trend for the last five years,\u201d said Redfin chief economist Nela Richardson. \u201cLate last year there was a twist. Many of the popular migration paths that we saw Redfin.com users exploring yielded tax benefits along with increased affordability. We expect these trends to continue and will be monitoring them closely in 2018.\u201d <\/span><\/p>\n<p><span style=\"font-weight: 400;\">By comparing annual property, state and local tax burdens from the <\/span><a href=\"https:\/\/cfo.dc.gov\/sites\/default\/files\/dc\/sites\/ocfo\/publication\/attachments\/2016%2051City%20Study.pdf\"><span style=\"font-weight: 400;\">2016 Tax Rates and Tax Burdens in the District of Columbia: A Nationwide Comparison<\/span><\/a><span style=\"font-weight: 400;\"> report, we\u2019re able to estimate what a move from one metro to another might entail from a tax perspective. For example, 18.2 percent of all Redfin.com searches for homes in Las Vegas in the fourth quarter came from Los Angeles; a family earning $150,000 who made this move could save $7,785 in taxes and would likely pay less for a similar home, given that the typical home in Las Vegas costs about $333,000 less than in Los Angeles. Similarly, the 9 percent of New Yorkers looking to leave who considered Atlanta might save $5,809 in taxes and benefit from around $161,000 lower median home sale price. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cLower taxes and more affordable housing have historically drawn Californians away from the coast to places like Nevada and Arizona,\u201d said Heidi Ludwig, a Redfin Agent in Hermosa Beach. \u201cThe recent changes in tax law have been coming up in my conversations with prospective home sellers. Last year, several of my home-selling clients followed their employer, Toyota, to its new facility in Plano, Texas. I expect to see more people move in the same direction this year, but for different reasons including taxes and overall affordability.\u201d<\/span><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2018\/02\/phoenix-migration.png\" alt=\"Phoenix migration\" data-has-syndication-rights=\"1\" data-license-id=\"\" data-licensor-name=\"\" \/><\/p>\n<p>Seattle showed a negative net outflow in the fourth quarter, a first since we began tracking migration patterns at the beginning of 2017. Among local users who were looking to leave, 10.6 percent were eyeing Los Angeles, followed by Bellingham, Wash., Portland and Phoenix, each of which captured at least 8 percent of Seattleites looking to leave.<\/p>\n<table class=\"ScienceTable\" style=\"border-collapse: collapse; These destination metros are noted for <\/span><a href=\"https:\/\/public.tableau.com\/profile\/redfin#!\/vizhome\/HouseholdsImpactedbyPropertyTaxDeductionCap\/SALTRatebyCounty\"><span style=\"font-weight: 400;\">low state and local taxes<\/span><\/a><span style=\"font-weight: 400;\"> compared the national average as well as lower <\/span><a href=\"https:\/\/public.tableau.com\/profile\/redfin#!\/vizhome\/HouseholdsImpactedbyPropertyTaxDeductionCap\/InteractiveTaxRatesbyCounty\"><span style=\"font-weight: 400;\">median property taxes<\/span><\/a><span style=\"font-weight: 400;\">. Users must have viewed at least 10 listings during the quarter. We also excluded locations that in aggregate represented less than 20 percent of a user\u2019s searches. We determined the home metro by mapping the user\u2019s IP address of the most common location they searched from. If a user was searching in more than one metro, we accounted for the share of searches in each metro. Combined Statistical Areas (as <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Combined_statistical_area\"><span style=\"font-weight: 400;\">defined here<\/span><\/a><span style=\"font-weight: 400;\">) must have had at least 500 users either searching from or in that metro during the first quarter.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s worth noting that net inflow and outflow data does not account for Redfin\u2019s market share or the population of metro areas. In metros where Redfin has a larger number of website visitors, we may have a higher volume of inbound and outbound searches than in metros that are smaller or where Redfin has a smaller user base.
