{"id":64986,"date":"2019-02-07T12:35:18","date_gmt":"2019-02-07T20:35:18","guid":{"rendered":"https:\/\/redfindevelop.wpengine.com\/blog\/?p=64986"},"modified":"2020-10-06T19:35:14","modified_gmt":"2020-10-07T02:35:14","slug":"rent-relief-proposed-by-2020-presidential-candidates","status":"publish","type":"post","link":"https:\/\/www.redfin.com\/news\/rent-relief-proposed-by-2020-presidential-candidates\/","title":{"rendered":"Rent Relief: Pros and Cons of a Housing Affordability Policy Proposed by Two 2020 Presidential Candidates"},"content":{"rendered":"<h3><b>In the first in a series of blog posts examining candidates\u2019 housing policies, Redfin chief economist Daryl Fairweather breaks down rent relief, put forward by both Kamala Harris and Cory Booker<\/b><\/h3>\n<p><b>What is rent relief?<\/b><br \/>\n<span style=\"font-weight: 400;\">Two of the latest Democrats to announce they are running for president have advocated for rent relief. <\/span><a href=\"https:\/\/www.washingtonpost.com\/business\/2018\/07\/19\/rents-soar-democrats-push-new-policies-affordable-housing\/?utm_term=.ac83525bc244\"><span style=\"font-weight: 400;\">Kamala Harris<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/nlihc.org\/press\/releases\/11010\"><span style=\"font-weight: 400;\">Cory Booker<\/span><\/a><span style=\"font-weight: 400;\"> have both introduced rent relief legislation to provide a refundable tax credit to renters spending more than 30 percent of their income on rent and utilities. In effect, rent relief is a redistribution of income to families who have low incomes relative to their cost of renting. Booker\u2019s legislation has a provision on changing zoning laws and regulations to increase the supply of housing, but rent relief on its own is a way to give money to families whose cost of renting exceeds their ability to pay. The size of <\/span><a href=\"https:\/\/qz.com\/1344000\/kamala-harris-wants-renters-to-get-a-tax-break-is-it-a-good-idea\/\"><span style=\"font-weight: 400;\">the rent relief credit depends on household size and income<\/span><\/a><span style=\"font-weight: 400;\"> and the Harris and Booker proposals have different formulas:<\/span><\/p>\n<figure id=\"media-64987\" class=\"align-none\"><img decoding=\"async\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2019\/02\/Rent-Relief-Legislation-Details.jpg\" alt=\"\" data-portal-copyright=\"\" data-has-syndication-rights=\"\" data-license-id=\"\" data-licensor-name=\"\" \/><\/figure>\n<p><span style=\"font-weight: 400;\">Source: <\/span><a href=\"https:\/\/nlihc.org\/sites\/default\/files\/Renters-Tax-Credit-Proposals.pdf\"><span style=\"font-weight: 400;\">National Low Income Housing Coalition<\/span><\/a><br \/>\n<span style=\"font-weight: 400;\">About half of all Americans are rent-burdened, meaning they spend<\/span><a href=\"https:\/\/redfin.com\/blog\/2016\/12\/millions-of-renters-face-eviction-why-todays-housing-market-is-partially-to-blame.html\"><span style=\"font-weight: 400;\"> more than 30 percent of their income on rent<\/span><\/a><span style=\"font-weight: 400;\">. Families burdened by rent have little money to put towards savings, and one medical bill, speeding ticket, or unforeseen emergency expense could result in a missed rent payment, which increases an already vulnerable family\u2019s <\/span><a href=\"https:\/\/redfin.com\/blog\/2016\/12\/millions-of-renters-face-eviction-why-todays-housing-market-is-partially-to-blame.html\"><span style=\"font-weight: 400;\">risk of eviction<\/span><\/a><span style=\"font-weight: 400;\"> or even homelessness. So rent relief could be an effective policy for preventing homelessness.<\/span><br \/>\n<b>Has rent relief been attempted before?<\/b><br \/>\n<span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/affordablehousingonline.com\/guide\/section-8-vouchers\"><span style=\"font-weight: 400;\">section 8 housing voucher program<\/span><\/a><span style=\"font-weight: 400;\"> already provides rental assistance to families burdened by rent. Cities and counties administer the vouchers and set their own rules for eligibility. For example in <\/span><a href=\"https:\/\/www.seattlehousing.org\/housing\/housing-choice-vouchers\"><span style=\"font-weight: 400;\">Seattle<\/span><\/a><span style=\"font-weight: 400;\">, in order to be eligible the renter must make less than 50 percent of median income in Seattle and the rental unit must have a \u201creasonable\u201d price. The housing voucher program hasn\u2019t been an obvious success. The <\/span><a href=\"https:\/\/www.urban.org\/sites\/default\/files\/publication\/29176\/412218-What-Do-We-Know-About-Housing-Choice-Voucher-Program-Location-Outcomes-.PDF\"><span style=\"font-weight: 400;\">evidence is mixed<\/span><\/a><span style=\"font-weight: 400;\"> on whether housing vouchers improve the housing outcomes of recipients, and researchers have found that <\/span><a href=\"https:\/\/www.prrac.org\/pdf\/GettingPastNo.pdf\"><span style=\"font-weight: 400;\">landlords discriminate against housing choice voucher recipients<\/span><\/a><span style=\"font-weight: 400;\">. In many cities, there <\/span><a href=\"https:\/\/www.marketplace.org\/2018\/01\/03\/wealth-poverty\/its-long-wait-section-8-housing-us-cities\"><span style=\"font-weight: 400;\">aren\u2019t enough vouchers<\/span><\/a><span style=\"font-weight: 400;\"> for everyone who would qualify, leading to years-long waiting lists. Giving rent-burdened families cash through a tax credit instead of a voucher could at least solve the problem of landlord discrimination and ensure all eligible renters could take advantage of the benefit. <\/span><br \/>\n<b>What are the unintended consequences of rent relief?<\/b><br \/>\n<span style=\"font-weight: 400;\">One issue with rent relief is that it\u2019s only available to families who pay high rents and isn\u2019t available to homeowners. Therefore this policy encourages families to rent instead of buy, and is a sort of resignation to a future where fewer and fewer Americans gain wealth and connection to their communities through homeownership. While the government subsidizes homeownership in other ways, rent relief encourages renters to stay renters, and solidifies the divide between the renting class and the property-owning class.<\/span><br \/>\n<span style=\"font-weight: 400;\">Critics of rent relief in its current form would also argue that a family receiving rent relief could be incented to spend more on rent or utilities because it would mean a larger tax credit. For example, if a family were deciding between a rental with in-unit laundry versus a rental with communal on-site laundry, they might decide to pay more for in-unit laundry if they knew they would receive the difference in rent back through rent relief, even though that amenity isn\u2019t essential. Also, environmentalists might not like that utility costs are part of the rent relief calculation. A family might be more likely to take long showers or crank the air conditioning in the summer if they know the cost of water and electricity will be paid back as rent relief.<\/span><br \/>\n<b>How could this policy be improved?<\/b><br \/>\n<span style=\"font-weight: 400;\">Instead of tying rent relief to a family\u2019s personal rent burden, relief could be tied to local housing prices and become available to low-income homeowners as well as renters. This way, the assistance would become more available to low-income families in expensive cities, which would otherwise be unaffordable to them. Enabling more low-income families to live in cities can give them easier access to job opportunities and amenities that can help them to earn more money and give them more freedom about where and how to live, whether that\u2019s becoming a homeowner or moving closer to public transit.
