That marks the biggest decline since at least 2012 and the third consecutive quarter of declines.\u00a0<\/span><\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-67150\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2019\/11\/new-construction-sale-price-11.12.jpg\" alt=\"new construction sale price\" width=\"894\" height=\"602\" srcset=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2019\/11\/new-construction-sale-price-11.12.jpg 894w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2019\/11\/new-construction-sale-price-11.12-300x202.jpg 300w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2019\/11\/new-construction-sale-price-11.12-768x517.jpg 768w\" sizes=\"(max-width: 894px) 100vw, 894px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">Meanwhile, new-home sales rose 5.6 percent, marking the second consecutive quarter of increases.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone size-full wp-image-67151\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2019\/11\/new-construction-homes-sold-11.12.jpg\" alt=\"new construction home sales\" width=\"883\" height=\"602\" srcset=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2019\/11\/new-construction-homes-sold-11.12.jpg 883w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2019\/11\/new-construction-homes-sold-11.12-300x205.jpg 300w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2019\/11\/new-construction-homes-sold-11.12-768x524.jpg 768w\" sizes=\"(max-width: 883px) 100vw, 883px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">New-home supply decreased 7.9 percent year over year, the biggest inventory drop since at least 2012 and the second straight quarter of declines.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Meanwhile, existing-home prices rose 4.2 percent, sales increased 2.1 percent and inventory fell 6.9 percent year over year.<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone size-full wp-image-67152\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2019\/11\/new-construction-inventory-11.12.jpg\" alt=\"new construction inventory\" width=\"892\" height=\"586\" srcset=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2019\/11\/new-construction-inventory-11.12.jpg 892w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2019\/11\/new-construction-inventory-11.12-300x197.jpg 300w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2019\/11\/new-construction-inventory-11.12-768x505.jpg 768w\" sizes=\"(max-width: 892px) 100vw, 892px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">The price decline for new homes is partly a reflection of builders responding to buyer demand for affordability, which strengthened sales, <\/span><a href=\"https:\/\/redfin.com\/blog\/new-construction-q2-2019\/\"><span style=\"font-weight: 400;\">as we predicted it would<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The increase in sales also likely led to the drop in new-home inventory: Days on market were flat from the year before and there was just a small increase in new listings.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The surge in sales, along with a nearly 10 percent year-over-year increase in residential building permits\u2014the biggest in two-and-a-half years\u2014signals the beginning of a moderate recovery for the new-home market.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cBuyers are returning to the new-home market thanks to low mortgage rates and relatively low prices,\u201d said Redfin chief economist <\/span><a href=\"https:\/\/redfin.com\/blog\/author\/darylfairweather\/\"><span style=\"font-weight: 400;\">Daryl Fairweather<\/span><\/a><span style=\"font-weight: 400;\">. \u201cAnd builders, also taking advantage of low interest rates to fund projects, are paying attention to preferences for affordability, which has led to more sales. Residential construction was a <\/span><a href=\"https:\/\/www.nytimes.com\/2019\/10\/30\/business\/economy\/us-gdp-growth.html\"><span style=\"font-weight: 400;\">bright spot in the economy<\/span><\/a><span style=\"font-weight: 400;\"> in the third quarter, a sign that builders are working to fill an inventory gap. As we head into the new year, I expect more new-home listings to hit the market, which should help\u00a0 sustain the relatively high level of sales.\u201d<\/span><\/p>\n<p><a href=\"https:\/\/redfin.com\/city\/35711\/NC\/Raleigh\"><span style=\"font-weight: 400;\">Raleigh<\/span><\/a><span style=\"font-weight: 400;\"> Redfin agent <\/span><a href=\"https:\/\/redfin.com\/real-estate-agents\/allen-wyde\"><span style=\"font-weight: 400;\">Allen Wyde<\/span><\/a><span style=\"font-weight: 400;\"> said he\u2019s seeing a resurgence in the new-home market in his area, partly because builders have begun addressing buyer demand after several years of shortages. Twenty-seven percent of homes sold in Raleigh in the third quarter were new, the highest of the metros tracked by Redfin.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWhile buyers in Raleigh have always been interested in new homes, construction nearly ground to a halt after the Great Recession as builders were scared of being left with newly built homes they wouldn\u2019t be able to sell,\u201d Wyde said. \u201cIn the last two years, builders have loosened the reins and started constructing homes without a buyer in mind. And they\u2019re selling.\u201d<\/span><\/p>\n<p><b>National new construction trends in the third quarter:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">New-home sales increased annually in 50 of the 87 metros tracked by Redfin.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">For new homes, the median price per square foot was $175, up 1.7% from the year before. For existing homes, it was $179, up 2.3% annually. (Price per square foot doesn\u2019t necessarily provide a direct comparison for new and existing homes, as new homes are often located in less expensive neighborhoods away from city centers.)<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The typical new home was on the market for 90 days before going under contract, just about flat from 89 days the year before. The typical existing home spent 38 days on the market, up from 35 days in September 2018.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">New listings of newly built homes were up 1.5 percent, while new listings of existing homes were down 3.7 percent.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">For all types of residential construction, building permits were up 9.7% year over year, the biggest increase since the first quarter of 2017. For single-family homes, building permits were up 3%, the first increase after three quarters of declines.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Building permits per 10,000 people rose 8.9%.\u00a0<\/span><\/li>\n<\/ul>\n<p><b>Metro-level highlights for new construction in the third quarter:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In <\/span><a href=\"https:\/\/redfin.com\/city\/35711\/NC\/Raleigh\"><span style=\"font-weight: 400;\">Raleigh<\/span><\/a><span style=\"font-weight: 400;\">, 27% of all homes sold in the third quarter were newly built, the highest share of any metro. It was followed by <\/span><a href=\"https:\/\/redfin.com\/city\/14233\/LA\/New-Orleans\"><span style=\"font-weight: 400;\">New Orleans<\/span><\/a><span style=\"font-weight: 400;\"> (23.6%) and <\/span><a href=\"https:\/\/redfin.com\/city\/30818\/TX\/Austin\"><span style=\"font-weight: 400;\">Austin<\/span><\/a><span style=\"font-weight: 400;\"> (21.8%).<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Just 1.8% of all homes sold in the third quarter in <\/span><a href=\"https:\/\/redfin.com\/city\/6173\/FL\/Fort-Lauderdale\"><span style=\"font-weight: 400;\">Fort Lauderdale, FL<\/span><\/a><span style=\"font-weight: 400;\"> were new construction, a lower share than any other metro. It\u2019s followed by <\/span><a href=\"https:\/\/redfin.com\/city\/13410\/CT\/New-Haven\"><span style=\"font-weight: 400;\">New Haven, CT<\/span><\/a><span style=\"font-weight: 400;\"> (2.1%) and <\/span><a href=\"https:\/\/redfin.com\/city\/15702\/PA\/Pittsburgh\"><span style=\"font-weight: 400;\">Pittsburgh<\/span><\/a><span style=\"font-weight: 400;\"> (2.4%).\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The rate of building permits increased most in <\/span><a href=\"https:\/\/redfin.com\/city\/2070\/CT\/Bridgeport\"><span style=\"font-weight: 400;\">Bridgeport, CT<\/span><\/a><span style=\"font-weight: 400;\"> (84.7%), followed by <\/span><a href=\"https:\/\/redfin.com\/city\/16904\/CA\/San-Diego\"><span style=\"font-weight: 400;\">San Diego<\/span><\/a><span style=\"font-weight: 400;\"> (67.9%) and <\/span><a href=\"https:\/\/redfin.com\/city\/17150\/UT\/Salt-Lake-City\"><span style=\"font-weight: 400;\">Salt Lake City<\/span><\/a><span style=\"font-weight: 400;\"> (67.5%).\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/redfin.com\/city\/13410\/CT\/New-Haven\"><span style=\"font-weight: 400;\">New Haven, CT<\/span><\/a><span style=\"font-weight: 400;\"> experienced the biggest annual decline in building permits (-53.7%), followed by <\/span><a href=\"https:\/\/redfin.com\/city\/12260\/TN\/Memphis\"><span style=\"font-weight: 400;\">Memphis<\/span><\/a><span style=\"font-weight: 400;\"> (-44%) and <\/span><a href=\"https:\/\/redfin.com\/city\/1073\/MD\/Baltimore\"><span style=\"font-weight: 400;\">Baltimore<\/span><\/a><span style=\"font-weight: 400;\"> (-41.8%).\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/redfin.com\/county\/1974\/NY\/Nassau-County\"><span style=\"font-weight: 400;\">Nassau County, NY<\/span><\/a><span style=\"font-weight: 400;\"> had a 17.3% year-over-year increase in price per square foot for new homes, more than any other metro in the U.S. Next came <\/span><a href=\"https:\/\/redfin.com\/city\/5665\/MI\/Detroit\"><span style=\"font-weight: 400;\">Detroit<\/span><\/a><span style=\"font-weight: 400;\"> (15.3%) and <\/span><a href=\"https:\/\/redfin.com\/city\/17150\/UT\/Salt-Lake-City\"><span style=\"font-weight: 400;\">Salt Lake City<\/span><\/a><span style=\"font-weight: 400;\"> (14.8%).\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/redfin.com\/city\/6904\/CA\/Fresno\"><span style=\"font-weight: 400;\">Fresno, CA<\/span><\/a><span style=\"font-weight: 400;\"> saw the biggest inventory rise in the third quarter, with a 43.2% increase. It\u2019s followed by <\/span><a href=\"https:\/\/redfin.com\/city\/12260\/TN\/Memphis\"><span style=\"font-weight: 400;\">Memphis<\/span><\/a><span style=\"font-weight: 400;\"> (32.6%) and <\/span><a href=\"https:\/\/redfin.com\/city\/13654\/CA\/Oakland\"><span style=\"font-weight: 400;\">Oakland<\/span><\/a><span style=\"font-weight: 400;\"> (29.1%).\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/redfin.com\/city\/17150\/UT\/Salt-Lake-City\"><span style=\"font-weight: 400;\">Salt Lake City<\/span><\/a><span style=\"font-weight: 400;\"> experienced a 72.2% decline in inventory, more than any other metro. Next came <\/span><a href=\"https:\/\/redfin.com\/city\/7161\/NC\/Greensboro\"><span style=\"font-weight: 400;\">Greensboro, NC<\/span><\/a><span style=\"font-weight: 400;\"> (-40.5%) and <\/span><a href=\"https:\/\/redfin.com\/city\/514\/PA\/Allentown\"><span style=\"font-weight: 400;\">Allentown, PA<\/span><\/a><span style=\"font-weight: 400;\"> (-34.1%).\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Sales of newly built homes increased 52.7% to 113 in <\/span><a href=\"https:\/\/redfin.com\/city\/6904\/CA\/Fresno\"><span style=\"font-weight: 400;\">Fresno, CA<\/span><\/a><span style=\"font-weight: 400;\">, more than any other metro. It\u2019s followed by <\/span><a href=\"https:\/\/redfin.com\/city\/10201\/NV\/Las-Vegas\"><span style=\"font-weight: 400;\">Las Vegas<\/span><\/a><span style=\"font-weight: 400;\"> (up 47.9% to 519 homes sold) and <\/span><a href=\"https:\/\/redfin.com\/city\/17420\/CA\/San-Jose\"><span style=\"font-weight: 400;\">San Jose<\/span><\/a><span style=\"font-weight: 400;\"> (up 44.6% to 120).\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Sales of newly built homes decreased most in <\/span><a href=\"https:\/\/redfin.com\/city\/8907\/FL\/Jacksonville\"><span style=\"font-weight: 400;\">Jacksonville, FL<\/span><\/a><span style=\"font-weight: 400;\">, down 35% to 723 homes sold, followed by <\/span><a href=\"https:\/\/redfin.com\/city\/12260\/TN\/Memphis\"><span style=\"font-weight: 400;\">Memphis<\/span><\/a><span style=\"font-weight: 400;\"> (down 30.7% to 115) and <\/span><a href=\"https:\/\/redfin.com\/city\/17150\/UT\/Salt-Lake-City\"><span style=\"font-weight: 400;\">Salt Lake City<\/span><\/a><span style=\"font-weight: 400;\"> (down 30.6% to 475).\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">See below for a downloadable set of monthly data on new construction prices, sales, inventory and other new residential market statistics.
