That\u2019s up from 25.5% in 2019, a 9% year-over-year increase. The increase is driven by people leaving expensive coastal areas for relatively affordable places.<\/p>\n<p>The uptick in migration is exacerbating the severe shortage of homes for sale in 2021. In December, supply was down a <a href=\"https:\/\/www.redfin.com\/news\/december-home-prices-up-13-pct\/\">record 34%<\/a> year over year nationwide. The supply of homes for sale is down by double digits from last year in all 10 of the nation\u2019s most popular migration destinations, including <a href=\"https:\/\/www.redfin.com\/city\/14240\/AZ\/Phoenix\">Phoenix<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/30818\/TX\/Austin\">Austin<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/10201\/NV\/Las-Vegas\">Las Vegas<\/a> and a handful of southeastern metros. Meanwhile, the only areas supply is <i>up <\/i>are the places people are leaving: the <a href=\"https:\/\/www.redfin.com\/city\/17151\/CA\/San-Francisco\">San Francisco<\/a> Bay Area, <a href=\"https:\/\/www.redfin.com\/city\/30749\/NY\/New-York\">New York<\/a> and <a href=\"https:\/\/www.redfin.com\/city\/11203\/CA\/Los-Angeles\">Los Angeles<\/a>.<\/p>\n<p>\u201cPeople aren\u2019t moving to places with more homes available to buy; they\u2019re moving to places with more <i>affordable <\/i>homes to buy,\u201d said Redfin chief economist <a href=\"https:\/\/www.redfin.com\/news\/author\/darylfairweather\/\">Daryl Fairweather<\/a>. \u201cRemote workers leaving expensive places for relatively affordable areas, partly because the allure of more house for less money is strong, is exacerbating housing supply shortages in more affordable parts of the country. The inventory crunch in popular destinations could intensify over the next few years as remote workers continue to relocate and buy homes. If developers, zoning boards and local governments prioritize building homes in the affordable areas people are moving into as opposed to coastal cities, that would help combat the housing shortage.\u201d<\/p>\n<p>It appears that developers are heeding that advice. In eight of the 10 most popular destinations of 2020, residential new-construction permits were up in the fourth quarter from the year before. And in six of the 10 places people are leaving, permits were <i>down<\/i>.<\/p>\n<h3>The biggest cities in the country lost the most residents in 2020; New York, Los Angeles and the Bay Area are the only places where inventory rose year over year<\/h3>\n<p>Redfin estimates that <a href=\"https:\/\/www.redfin.com\/city\/30749\/NY\/New-York\">New York<\/a> lost roughly 275,000 residents to other metros in 2020, a bigger net outflow than any other metro in the U.S. It\u2019s followed by <a href=\"https:\/\/www.redfin.com\/city\/11203\/CA\/Los-Angeles\">Los Angeles<\/a>, which had a net outflow of about 125,000 residents, and <a href=\"https:\/\/www.redfin.com\/city\/29470\/IL\/Chicago\">Chicago<\/a>, which lost 110,000 residents.<\/p>\n<p>A net outflow means more people moved out of the metro than moved in, while a net inflow means more people moved into a metro than moved out. The estimate of net inflows and net outflows noted in this analysis are based on data from Redfin.com and the U.S. Census Bureau.<\/p>\n<p><a href=\"https:\/\/www.redfin.com\/city\/30749\/NY\/New-York\">New York<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/11203\/CA\/Los-Angeles\">Los Angeles<\/a> and <a href=\"https:\/\/www.redfin.com\/city\/29470\/IL\/Chicago\">Chicago<\/a> are the <a href=\"https:\/\/www.statista.com\/statistics\/183600\/population-of-metropolitan-areas-in-the-us\/\">three largest metro areas<\/a> in the U.S, and <a href=\"https:\/\/www.redfin.com\/city\/30749\/NY\/New-York\">New York<\/a> and <a href=\"https:\/\/www.redfin.com\/city\/11203\/CA\/Los-Angeles\">Los Angeles<\/a> are home to some of the most expensive real estate in the country. Although <a href=\"https:\/\/www.redfin.com\/city\/29470\/IL\/Chicago\">Chicago<\/a>\u2019s median home price is relatively low, all three places are major employment centers with a lot of white-collar jobs that are conducive to remote work.<\/p>\n<p>\u201cFor the past two years I\u2019ve felt like everyone is leaving <a href=\"https:\/\/www.redfin.com\/city\/11203\/CA\/Los-Angeles\">Los Angeles<\/a>, and that has intensified during the pandemic. More than half of my sellers are moving to a different area,\u201d said <a href=\"https:\/\/www.redfin.com\/city\/11203\/CA\/Los-Angeles\">Los Angeles<\/a> Redfin agent <a href=\"https:\/\/www.redfin.com\/real-estate-agents\/lindsay-katz\">Lindsay Katz<\/a>. \u201cA lot of young families are moving back to their hometowns to be near their parents, moves they can now make because they\u2019re working remotely. People are realizing that if they leave <a href=\"https:\/\/www.redfin.com\/city\/11203\/CA\/Los-Angeles\">Los Angeles<\/a> and move to a place like the Midwest or Florida, they can afford to live on just one income because their mortgage is cut in half and tax bills are lower.\u201d<\/p>\n<p>Those cities are followed by the Bay Area\u2014which lost roughly 45,000 residents in 2020\u2014<a href=\"https:\/\/www.redfin.com\/city\/5665\/MI\/Detroit\">Detroit<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/16163\/WA\/Seattle\">Seattle<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/1826\/MA\/Boston\">Boston<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/11458\/FL\/Miami\">Miami<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/12839\/DC\/Washington-DC\">Washington, D.C.<\/a> and <a href=\"https:\/\/www.redfin.com\/city\/1336\/LA\/Baton-Rouge\">Baton Rouge, LA<\/a>, a list that includes several other expensive coastal cities with <a href=\"https:\/\/www.zippia.com\/advice\/cities-remote-jobs\/\">many companies that offer remote work<\/a>.<\/p>\n<p>Although the country as a whole is facing a drastic supply shortage, three of the four metros that lost the most residents in 2020\u2014<a href=\"https:\/\/www.redfin.com\/city\/30749\/NY\/New-York\">New York<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/11203\/CA\/Los-Angeles\">Los Angeles<\/a> and the Bay Area\u2014saw year-over-year <i>increases <\/i>in the number of homes for sale. They were the only metros in the U.S. where supply rose.<\/p>\n<p>The number of homes for sale in <a href=\"https:\/\/www.redfin.com\/city\/30749\/NY\/New-York\">New York<\/a> increased 27.7% year over year in December, and in <a href=\"https:\/\/www.redfin.com\/city\/11203\/CA\/Los-Angeles\">Los Angeles<\/a> it increased 1.4%. In <a href=\"https:\/\/www.redfin.com\/city\/17151\/CA\/San-Francisco\">San Francisco<\/a>, supply rose 76.7% from the year before, a far bigger increase than any other metro, and in <a href=\"https:\/\/www.redfin.com\/city\/17420\/CA\/San-Jose\">San Jose<\/a> and <a href=\"https:\/\/www.redfin.com\/city\/13654\/CA\/Oakland\">Oakland<\/a>&#8211;two other Bay Area metros&#8211;supply was up 24.6% and 7.6%, respectively.<\/p>\n<p>Supply was down in <a href=\"https:\/\/www.redfin.com\/city\/16163\/WA\/Seattle\">Seattle<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/1826\/MA\/Boston\">Boston<\/a> and <a href=\"https:\/\/www.redfin.com\/city\/12839\/DC\/Washington-DC\">Washington, D.C.<\/a>, but the year-over-year drops (-7.9%, -7.7%, -5%) were smaller than nearly every other U.S. metro.<\/p>\n<h3>Metro Areas With the Biggest Net Outflow in 2020<\/h3>\n\n<table id=\"tablepress-216\" class=\"tablepress southern and southwestern metros gained the most residents in 2020, and they all experienced double-digit supply drops<\/h3>\n<p><a href=\"https:\/\/www.redfin.com\/city\/14240\/AZ\/Phoenix\">Phoenix<\/a> gained roughly 80,000 new residents in 2020, a bigger net inflow than any other metro area. Next come <a href=\"https:\/\/www.redfin.com\/city\/30794\/TX\/Dallas\">Dallas<\/a>, with a net inflow of 75,000, and <a href=\"https:\/\/www.redfin.com\/city\/13655\/FL\/Orlando\">Orlando<\/a>, which welcomed 60,000 new residents. They\u2019re followed by <a href=\"https:\/\/www.redfin.com\/city\/18142\/FL\/Tampa\">Tampa<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/30818\/TX\/Austin\">Austin<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/10201\/NV\/Las-Vegas\">Las Vegas<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/30756\/GA\/Atlanta\">Atlanta<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/7891\/SC\/Greenville\">Greenville, SC<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/3105\/NC\/Charlotte\">Charlotte<\/a> and <a href=\"https:\/\/www.redfin.com\/city\/10200\/TN\/Knoxville\">Knoxville<\/a>.<\/p>\n<p>Those are all relatively affordable areas, with the typical home selling for close to or less than the national median of $335,000. Southern metros dominate the most popular destinations, and they\u2019re joined by two Southwestern places\u2014<a href=\"https:\/\/www.redfin.com\/city\/14240\/AZ\/Phoenix\">Phoenix<\/a> and <a href=\"https:\/\/www.redfin.com\/city\/10201\/NV\/Las-Vegas\">Las Vegas<\/a>\u2014that are popular with people leaving coastal California.<\/p>\n<p>The number of homes for sale in December was down by at least 16% from the year before in all 10 of the most popular migration destinations. Housing supply was down 18% year over year in <a href=\"https:\/\/www.redfin.com\/city\/14240\/AZ\/Phoenix\">Phoenix<\/a>, 35.7% in <a href=\"https:\/\/www.redfin.com\/city\/30794\/TX\/Dallas\">Dallas<\/a> and 16.3% in <a href=\"https:\/\/www.redfin.com\/city\/13655\/FL\/Orlando\">Orlando<\/a>.\u00a0 Inventory was down in 83 of the 88 metros included in Redfin\u2019s housing inventory analysis.<\/p>\n<p>\u201c<a href=\"https:\/\/www.redfin.com\/city\/14240\/AZ\/Phoenix\">Phoenix<\/a> has always been popular with people moving in from out of state because of its beautiful landscape, warm weather and affordability, but 2020 was beyond anything I\u2019ve ever seen,\u201d said local Redfin agent <a href=\"https:\/\/www.redfin.com\/real-estate-agents\/van-welborn\">Van Welborn<\/a>. \u201cRemote workers realize they can keep their high-paying jobs without paying California taxes, and they\u2019re comparing what kind of home they can get in <a href=\"https:\/\/www.redfin.com\/city\/14240\/AZ\/Phoenix\">Phoenix<\/a> versus <a href=\"https:\/\/www.redfin.com\/city\/11203\/CA\/Los-Angeles\">Los Angeles<\/a> or the Bay Area. I\u2019m working with one couple moving here from the Bay Area and another from <a href=\"https:\/\/www.redfin.com\/city\/16163\/WA\/Seattle\">Seattle<\/a>; neither of them would have been able to make the move if they weren\u2019t working remotely. The couple from <a href=\"https:\/\/www.redfin.com\/city\/16163\/WA\/Seattle\">Seattle<\/a> paid $800,000 for a big, beautiful house.\u201d<\/p>\n<p>\u201cBut even though <a href=\"https:\/\/www.redfin.com\/city\/14240\/AZ\/Phoenix\">Phoenix<\/a> is affordable compared to other places, prices have risen significantly over the last year,\u201d Welborn continued. \u201cLocals are having a hard time getting their offers accepted because there are so few homes on the market, and often someone from California will put in a competing offer at a higher price and waive the appraisal.\u201d<\/p>\n<p>The <a href=\"https:\/\/www.redfin.com\/news\/q2-2020-housing-migration-trends\/\">average housing budget<\/a> for out-of-towners moving to <a href=\"https:\/\/www.redfin.com\/city\/14240\/AZ\/Phoenix\">Phoenix<\/a> in 2020 was $627,000, 23% higher than the $509,000 average budget for local buyers.<\/p>\n<p>Seven of the top 10 destinations\u2014<a href=\"https:\/\/www.redfin.com\/city\/14240\/AZ\/Phoenix\">Phoenix<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/30794\/TX\/Dallas\">Dallas<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/30818\/TX\/Austin\">Austin<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/10201\/NV\/Las-Vegas\">Las Vegas<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/7891\/SC\/Greenville\">Greenville<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/3105\/NC\/Charlotte\">Charlotte<\/a> and <a href=\"https:\/\/www.redfin.com\/city\/10200\/TN\/Knoxville\">Knoxville<\/a>\u2014gained more residents in 2020 than any year in at least a decade. The other three\u2014<a href=\"https:\/\/www.redfin.com\/city\/13655\/FL\/Orlando\">Orlando<\/a>, <a href=\"https:\/\/www.redfin.com\/city\/18142\/FL\/Tampa\">Tampa<\/a> and <a href=\"https:\/\/www.redfin.com\/city\/30756\/GA\/Atlanta\">Atlanta<\/a>\u2014gained more residents than any year in the last decade except 2016.<\/p>\n<p>With the number of building permits up from a year ago in all of the most popular destinations&#8211;except the ones in Florida, <a href=\"https:\/\/www.redfin.com\/city\/13655\/FL\/Orlando\">Orlando<\/a> and <a href=\"https:\/\/www.redfin.com\/city\/18142\/FL\/Tampa\">Tampa<\/a>&#8211;there is hope that more housing inventory is on the way. In <a href=\"https:\/\/www.redfin.com\/city\/10200\/TN\/Knoxville\">Knoxville<\/a>, there were 246.4% more building permits in the fourth quarter than the year before, the second-biggest increase of any metro (behind <a href=\"https:\/\/www.redfin.com\/city\/9417\/NE\/Omaha\">Omaha<\/a>). <a href=\"https:\/\/www.redfin.com\/city\/7891\/SC\/Greenville\">Greenville<\/a> (+95.8% YoY) and <a href=\"https:\/\/www.redfin.com\/city\/10201\/NV\/Las-Vegas\">Las Vegas<\/a> (+55.6%) also had particularly large increases.<\/p>\n<p>But even with building permits up, some developers are having trouble keeping up with demand.<\/p>\n<p>\u201cPeople are moving into <a href=\"https:\/\/www.redfin.com\/city\/3105\/NC\/Charlotte\">Charlotte<\/a> from <a href=\"https:\/\/www.redfin.com\/city\/30749\/NY\/New-York\">New York<\/a>, New Jersey, Florida, Texas and other parts of the country. A lot of the moves are job-related, but another driving factor is that <a href=\"https:\/\/www.redfin.com\/city\/3105\/NC\/Charlotte\">Charlotte<\/a> has a lower cost of living and a slower pace of life than the Northeast,\u201d said <a href=\"https:\/\/www.redfin.com\/city\/3105\/NC\/Charlotte\">Charlotte<\/a> Redfin agent <a href=\"https:\/\/www.redfin.com\/real-estate-agents\/steve-cramer\">Steve Cramer<\/a>. \u201cPartly because inventory here is painfully low, a lot of buyers are turning to new construction, but builders can\u2019t keep up with demand. There\u2019s a lot of vacant land for sale in the <a href=\"https:\/\/www.redfin.com\/city\/3105\/NC\/Charlotte\">Charlotte<\/a> area, but because of the pandemic, some builders are experiencing supply shortages. more than 1 million Redfin.com users who searched for homes across 87 metro areas in the second quarter of 2020, excluding searches unlikely to precede an actual relocation or home purchase.
