That\u2019s the highest rate in more than two years.<\/h2>\n<p>Nationwide, roughly 63,000 home-purchase agreements fell through in July, equal to 16.1% of homes that went under contract that month. That\u2019s the highest percentage on record with the exception of March and April 2020, when the onset of the coronavirus pandemic brought the housing market to a near standstill. It\u2019s up from a revised rate of 15% one month earlier and 12.5% one year earlier.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone wp-image-74867 size-large\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2022\/08\/july-home-cancelations-chart-1024x707.png\" alt=\"\" width=\"1024\" height=\"707\" srcset=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2022\/08\/july-home-cancelations-chart-1024x707.png 1024w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2022\/08\/july-home-cancelations-chart-300x207.png 300w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2022\/08\/july-home-cancelations-chart-768x530.png 768w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2022\/08\/july-home-cancelations-chart.png 1302w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p>This is according to a Redfin analysis of MLS data going back through 2017. Please note that homes that fell out of contract during a given month didn\u2019t necessarily go under contract the same month. For example, a home that fell out of contract in July could have gone under contract in June. This data is subject to revision.<\/p>\n<p>The housing market is slowing as higher mortgage rates sideline many prospective homebuyers. With competition <a href=\"https:\/\/www.redfin.com\/news\/real-estate-bidding-wars-july-2022\" target=\"_blank\" rel=\"noopener\">declining<\/a>, the house hunters who <i>are<\/i> still in the market are enjoying newfound bargaining power\u2014a stark contrast from last year, when they often had to <a href=\"https:\/\/www.redfin.com\/news\/agent-bidding-war-tips-2021\/\" target=\"_blank\" rel=\"noopener\">pull out every stop<\/a> in order to win. Today\u2019s buyers are more likely to utilize contract <a href=\"https:\/\/www.redfin.com\/definition\/contingency\" target=\"_blank\" rel=\"noopener\">contingencies<\/a> that allow them to back out without financial penalty if something goes wrong. And with an <a href=\"https:\/\/www.redfin.com\/news\/more-homes-for-sale-first-time-since-2019\/\" target=\"_blank\" rel=\"noopener\">increasing<\/a> number of homes to choose from, they\u2019re also more likely to call a deal off if a seller refuses to bring the price down or make requested repairs\u2014a situation that has become increasingly common given that sellers are still adjusting to the cooling market.<\/p>\n<p>\u201cHomes are sitting on the market <a href=\"https:\/\/www.redfin.com\/news\/homes-stale-housing-inventory-july-2022\/\" target=\"_blank\" rel=\"noopener\">longer<\/a> now, so buyers realize they have more options and more room to negotiate. They\u2019re asking for repairs, concessions and contingencies, and if sellers say no, they\u2019re backing out and moving on because they\u2019re confident they can find something better,\u201d said <a href=\"https:\/\/www.redfin.com\/real-estate-agents\/heather-kruayai\" target=\"_blank\" rel=\"noopener\">Heather Kruayai<\/a>, a Redfin real estate agent in <a href=\"https:\/\/www.redfin.com\/city\/8907\/FL\/Jacksonville\">Jacksonville, FL<\/a>. \u201cBuyers are also skittish because they\u2019re afraid a potential recession could cause home prices to drop. They don\u2019t want to end up in a situation where they purchase a home and it\u2019s worth $200,000 less in two years, so some are opting to wait in hopes of buying when prices are lower.\u201d<\/p>\n<p><a href=\"https:\/\/www.redfin.com\/real-estate-agents\/alexis-malin\" target=\"_blank\" rel=\"noopener\">Alexis Malin<\/a>, another Redfin agent in <a href=\"https:\/\/www.redfin.com\/city\/8907\/FL\/Jacksonville\">Jacksonville<\/a>, warns that there\u2019s no guarantee buyers will be able to find better deals in the future. Annual home-price growth has started to <a href=\"https:\/\/www.redfin.com\/news\/housing-market-update-new-listings-fall-12pct\/\" target=\"_blank\" rel=\"noopener\">slow<\/a>\u2014to 8% today from 17% a year ago\u2014but prices are still on the rise and Redfin economists don\u2019t expect them to crash.<\/p>\n<p>\u201cSome buyers who are backing out of deals have this mindset that the market is crashing and they\u2019ll be able to get a home for $100,000 less in six months. That\u2019s not necessarily the case,\u201d she said. \u201cHomes in many parts of Florida are still selling for a pretty penny, so I warn my buyers that the grass might not actually be greener on the other side.\u201d<\/p>\n<p>Some buyers may also be backing out due to <a href=\"https:\/\/www.freddiemac.com\/pmms\" target=\"_blank\" rel=\"noopener\">5%-plus<\/a> mortgage rates. Those who started their search months ago, when rates were closer to 3%, may be realizing the type of home they wanted before is now out of budget since monthly mortgage payments have soared nearly <a href=\"https:\/\/www.redfin.com\/news\/housing-market-update-new-listings-fall-12pct\/\" target=\"_blank\" rel=\"noopener\">40%<\/a> year over year.\u00a0<\/p>\n<p>\u201cHome-purchase cancellations may begin to taper off as sellers get used to a slower-paced market,\u201d said Redfin Deputy Chief Economist <a href=\"https:\/\/www.redfin.com\/news\/author\/taylormarr\/\" target=\"_blank\" rel=\"noopener\">Taylor Marr<\/a>. \u201cSellers have already begun to <a href=\"https:\/\/www.redfin.com\/news\/price-drops-cooling-market-june-2022\/\" target=\"_blank\" rel=\"noopener\">lower<\/a> their prices<i> after<\/i> putting their homes on the market. They\u2019ll likely start pricing their properties lower from the get-go and become increasingly open to negotiations.\u201d<\/p>\n<h3>Jacksonville and Las Vegas Have Highest Rate of Home-Purchase Cancellations\u00a0<\/h3>\n<p>In <a href=\"https:\/\/www.redfin.com\/city\/8907\/FL\/Jacksonville\">Jacksonville<\/a>, roughly 800 home-purchase agreements were called off in July, equal to 29.3% of homes that went under contract that month. That\u2019s the highest percentage among the 93 U.S. metropolitan areas Redfin analyzed. Next came <a href=\"https:\/\/www.redfin.com\/city\/10201\/NV\/Las-Vegas\">Las Vegas<\/a> (27.4%), <a href=\"https:\/\/www.redfin.com\/city\/9711\/FL\/Lakeland\">Lakeland, FL<\/a> (26.2%), <a href=\"https:\/\/www.redfin.com\/city\/14233\/LA\/New-Orleans\">New Orleans<\/a> (25.9%), <a href=\"https:\/\/www.redfin.com\/city\/16657\/TX\/San-Antonio\">San Antonio<\/a> (25%), <a href=\"https:\/\/www.redfin.com\/city\/13655\/FL\/Orlando\">Orlando, FL<\/a> (24.5%), <a href=\"https:\/\/www.redfin.com\/city\/13979\/FL\/Palm-Bay\">Palm Bay, FL<\/a> (24.5%), <a href=\"https:\/\/www.redfin.com\/city\/4476\/FL\/Deltona\">Deltona, FL<\/a> (24%), <a href=\"https:\/\/www.redfin.com\/city\/30756\/GA\/Atlanta\">Atlanta<\/a> (23.7%) and <a href=\"https:\/\/www.redfin.com\/city\/14479\/FL\/Pensacola\">Pensacola, FL<\/a> (23.6%). Metros must have had at least 1,000 pending home sales in July to be included. Scroll down for a table including data on all 93 metros.<\/p>\n<p>Six of the top 10 metros are in Florida. Florida exploded in popularity among homebuyers during the pandemic, and has also seen among the <a href=\"https:\/\/www.redfin.com\/news\/more-homes-for-sale-first-time-since-2019\/\" target=\"_blank\" rel=\"noopener\">highest<\/a> price growth in the nation. That\u2019s causing competition to slow, meaning more buyers are negotiating\u2014and backing out if sellers aren\u2019t giving them what they want. In <a href=\"https:\/\/www.redfin.com\/city\/13655\/FL\/Orlando\">Orlando<\/a>, 37.4% of home offers written by Redfin agents faced competition in July, down from 81.4% a year earlier\u2014the largest year-over-year decline among metros <a href=\"https:\/\/www.redfin.com\/news\/real-estate-bidding-wars-july-2022\/\" target=\"_blank\" rel=\"noopener\">analyzed<\/a> by Redfin.<\/p>\n<p>\u201cThe last four buyers I\u2019ve worked with have all backed out of deals,\u201d Malin said. \u201cOne of my clients asked the seller for money to cover the home being repainted. The seller said no at first, so my buyer canceled the contract, but the seller then changed their mind and repainted the whole house. My buyer still walked away because he decided he didn\u2019t love the home that much after all and he knew he had other options.\u201d<\/p>\n<p>Malin continued: \u201cAnother one of my buyers recently backed out of a deal because the home needed a new roof and the listing agent said they weren\u2019t sure that was possible. My buyer didn\u2019t want to deal with the trouble and decided they preferred a move-in ready home.\u201d<\/p>\n<p>Kruayai, the other <a href=\"https:\/\/www.redfin.com\/city\/8907\/FL\/Jacksonville\">Jacksonville<\/a> agent, advises her sellers to make sure their homes are in tip-top condition and stand out from the crowd given the increased likelihood of buyers backing out. That means fixing missing shingles, faulty electrical boxes and other issues buyers might catch, and being open to negotiations.\u00a0<\/p>\n<p><a href=\"https:\/\/www.redfin.com\/city\/13136\/NJ\/Newark\">Newark, NJ<\/a> had the lowest rate of deal cancellations. About 75 home-purchase agreements fell through in July, equal to 2.7% of homes that went under contract that month. It was followed by <a href=\"https:\/\/www.redfin.com\/city\/9417\/NE\/Omaha\">Omaha, NE<\/a> (4.9%), <a href=\"https:\/\/www.redfin.com\/county\/1974\/NY\/Nassau-County\">Nassau County, NY<\/a> (5.9%), <a href=\"https:\/\/www.redfin.com\/city\/16162\/NY\/Rochester\">Rochester, NY<\/a> (6.9%) and <a href=\"https:\/\/www.redfin.com\/city\/30749\/NY\/New-York\">New York, NY<\/a> (7.1%).<\/p>\n<h3>Metro-Level Summary: July 2022<\/h3>\n<p><i>The table below measures pending sales that fell out of contract as a percentage of overall pending sales, and is sorted from highest to lowest.
