But in some markets, there are so few homes for sale that sellers are bringing in multiple offers and don\u2019t have to offer concessions.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Home sellers gave concessions to buyers in 42.9% of U.S. home sales during the three months ending April 30, up from 25.5% a year earlier, as elevated mortgage rates cooled homebuyer demand. That\u2019s just shy of the 45.6% record-high hit in February.\u00a0<\/span><\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone wp-image-76254 size-full\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/05\/seller-concession-chart.png\" alt=\"\" width=\"1189\" height=\"744\" srcset=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/05\/seller-concession-chart.png 1189w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/05\/seller-concession-chart-300x188.png 300w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/05\/seller-concession-chart-1024x641.png 1024w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/05\/seller-concession-chart-768x481.png 768w\" sizes=\"(max-width: 1189px) 100vw, 1189px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">This is according to data submitted by Redfin buyers\u2019 agents across the country, going back through 2020. A concession is recorded when an agent reports a seller provided something that helped reduce the buyers\u2019 total cost of purchasing the home. That could include money toward repairs, closing costs and\/or mortgage-rate buydowns. It does not include situations in which the seller lowered the list price of their home or lowered the price due to negotiation with a buyer.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The share of home sellers providing concessions has inched down from February&#8217;s peak. That&#8217;s due to typical seasonality. Concessions become less common in the early spring because that\u2019s when more buyers typically enter the market, increasing competition and giving sellers more power. But this spring, concessions posted a <\/span><i><span style=\"font-weight: 400;\">smaller <\/span><\/i><span style=\"font-weight: 400;\">decline than the last two years because high mortgage rates have made it so sellers in cool markets<\/span><i><span style=\"font-weight: 400;\">\u2013<\/span><\/i><span style=\"font-weight: 400;\">like pricey West Coast places and pandemic boomtowns<\/span><i><span style=\"font-weight: 400;\">\u2013<\/span><\/i><span style=\"font-weight: 400;\">need to take extra measures to woo and secure buyers. The likelihood of a seller giving a concession dropped 6% from February to April, compared with 18% drops during the same period in 2021 and 2022. This spring\u2019s smaller drop corresponds with less homebuyer competition, with <\/span><a href=\"https:\/\/www.redfin.com\/news\/housing-market-tracker-april-2023\/\"><span style=\"font-weight: 400;\">46%<\/span><\/a><span style=\"font-weight: 400;\"> of offers written by Redfin agents facing a bidding war in April, down from 59% a year earlier.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sellers are throwing in freebies to woo buyers at a higher frequency than last year for several reasons:<\/span><b><\/b><\/p>\n<ul>\n<li aria-level=\"1\"><b>Buyers backing out of the market. <\/b><span style=\"font-weight: 400;\">Many house hunters have put their buying plans on hold because rising mortgage rates have made homeownership more expensive. And while home prices have <\/span><a href=\"https:\/\/www.redfin.com\/news\/housing-market-tracker-april-2023\/\"><span style=\"font-weight: 400;\">fallen 4%<\/span><\/a><span style=\"font-weight: 400;\"> from a year ago, that\u2019s not enough to offset the cost of higher rates, with monthly mortgage payments at a record high. Another factor dampening demand is the <\/span><a href=\"https:\/\/www.redfin.com\/news\/housing-market-update-fewer-metros-home-price-declines-low-inventory\/\"><span style=\"font-weight: 400;\">lack of supply<\/span><\/a><span style=\"font-weight: 400;\">, with fewer people listing their homes for sale as they hold onto comparatively low mortgage rates.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Sellers who need to sell.<\/b><span style=\"font-weight: 400;\"> Many people who <\/span><i><span style=\"font-weight: 400;\">are <\/span><\/i><span style=\"font-weight: 400;\">listing their homes are moving because they need to; maybe they got a divorce or secured a new job in a different state. Those sellers may be willing to provide concessions because they need to sell their home quickly.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Homebuilders offering freebies to attract buyers. <\/b><span style=\"font-weight: 400;\">There was a surge in homebuilding during the pandemic as builders tried to capitalize on the moving frenzy, <\/span><a href=\"https:\/\/www.redfin.com\/news\/new-construction-q3-2022\/\"><span style=\"font-weight: 400;\">especially<\/span><\/a><span style=\"font-weight: 400;\"> in pandemic homebuying hotspots. Now that rising rates have pushed many buyers out of the market, builders are trying to sell off their backlog of inventory by offering perks like money toward the buyer\u2019s closing costs, gift cards and even <\/span><a href=\"https:\/\/www.redfin.com\/MA\/Cambridge\/25-Jackson-St-02140\/home\/11581860?600390594=copy_variant&amp;231528114=control&amp;1778901559=variant&amp;utm_source=ios_share&amp;utm_medium=share&amp;utm_nooverride=1&amp;utm_content=link&amp;utm_campaign=share_sheet\"><span style=\"font-weight: 400;\">free cars<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">While buyers have the upper hand in some markets, that\u2019s not the case everywhere. In some areas, there are <\/span><a href=\"https:\/\/www.redfin.com\/news\/housing-market-update-limited-listings-few-fast-home-sales\/\"><span style=\"font-weight: 400;\">so few<\/span><\/a><span style=\"font-weight: 400;\"> homes for sale that homebuyers <\/span><i><span style=\"font-weight: 400;\">are<\/span><\/i><span style=\"font-weight: 400;\"> encountering competition. And when buyers are involved in a bidding war, they typically won\u2019t win if they ask for concessions like mortgage-rate buydowns or help with closing costs.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;High mortgage rates and low supply have thrown the housing market out of whack, and each deal is different. Some buyers are asking sellers for the sun, the moon and the stars in addition to offering below the asking price, and some are requesting no extras because they\u2019re so motivated to secure one of the few homes on the market,&#8221; said <a href=\"https:\/\/www.redfin.com\/city\/2287\/ID\/Boise\">Boise, ID<\/a> Redfin <a href=\"https:\/\/www.redfin.com\/premier\">Premier<\/a> agent <a href=\"https:\/\/www.redfin.com\/real-estate-agents\/shauna-pendleton\">Shauna Pendleton<\/a>. \u201cThe one consistency in the market right now is homebuilders handing out freebies. Most builders are offering concessions equal to about 3% of the sale price, which gets credited to buyers at closing, to offload properties. Buyers are using the extra cash to cover closing costs or buy down their mortgage rate.&#8221; <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The housing market has done an about-face in the last year. In April 2022, at the tail end of the pandemic homebuying boom driven by record-low mortgage rates and remote work, high demand paired with low supply meant sellers were firmly in control. Buyers were typically unable to secure concessions or even include things like inspection contingencies in their offers.\u00a0<\/span><\/p>\n<h4>Sellers are also accepting less money for their homes<\/h4>\n<p><span style=\"font-weight: 400;\">The share of sellers parting ways with their home for less money than they originally wanted is also much higher than it was last year, per Redfin\u2019s data. Selling for less money can happen when a seller cuts their asking price, accepts an offer below the asking price or both.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Just over one in seven (15.7%) home sellers dropped their asking price\u00a0 <\/span><i><span style=\"font-weight: 400;\">in addition<\/span><\/i><span style=\"font-weight: 400;\"> to providing a concession to the eventual buyer during the three months ending April 30. That\u2019s nearly four times the share of a year earlier (4.2%).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Roughly one in five (20.5%) of homes that sold during the period had a final sale price below the asking price in addition to a concession, up from about 7% a year earlier. And about one in 10 (9.4%) had all three: A concession, a price drop <\/span><i><span style=\"font-weight: 400;\">and <\/span><\/i><span style=\"font-weight: 400;\">a final sale price below the original list price. That\u2019s up from just 2.2% a year earlier.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Those shares have all inched down from record highs set in February, which is typical for this time of year, and 2023\u2019s declines are actually smaller than the declines in 2021 and 2022.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-76255 size-large\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/05\/credit_share_with_other_buyer_benefits-1024x796.png\" alt=\"\" width=\"1024\" height=\"796\" srcset=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/05\/credit_share_with_other_buyer_benefits-1024x796.png 1024w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/05\/credit_share_with_other_buyer_benefits-300x233.png 300w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/05\/credit_share_with_other_buyer_benefits-768x597.png 768w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/05\/credit_share_with_other_buyer_benefits-1536x1195.png 1536w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/05\/credit_share_with_other_buyer_benefits.png 1543w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<h4>Sellers concessions up most in pandemic homebuying boomtowns<\/h4>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.redfin.com\/city\/18142\/FL\/Tampa\">Tampa, FL<\/a> saw a bigger year-over-year jump in seller concessions than any other metro Redfin analyzed. Sellers in Tampa gave concessions to buyers in 58% of home sales during the three months ending April 30, up from 12% a year earlier.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The next-biggest increases were in <a href=\"https:\/\/www.redfin.com\/city\/13415\/TN\/Nashville\/filter\/include=forsale+mlsfsbo+construction\">Nashville, TN<\/a> (49%, up from 5.6%), <a href=\"https:\/\/www.redfin.com\/city\/17150\/UT\/Salt-Lake-City\">Salt Lake City<\/a> (46.8%, up from 12.3%), <a href=\"https:\/\/www.redfin.com\/city\/16163\/WA\/Seattle\/filter\/include=forsale+mlsfsbo+construction\">Seattle<\/a> (45.7%, up from 11.7%) and <a href=\"https:\/\/www.redfin.com\/city\/35711\/NC\/Raleigh\/filter\/status=active\">Raleigh, NC<\/a> (64.6%, up from 31.2%).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Most of the metros above are pandemic homebuying hotspots where demand soared as remote workers sought relatively affordable, warm parts of the country. That drove prices to unsustainably high levels, which is why homebuyer demand in many of these markets is now cooling quickly and sellers are struggling to attract buyers.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The share of sellers giving out concessions rose over the last year in all metros Redfin analyzed. The increases were <\/span><i><span style=\"font-weight: 400;\">smallest<\/span><\/i><span style=\"font-weight: 400;\"> in <a href=\"https:\/\/www.redfin.com\/city\/30756\/GA\/Atlanta\/filter\/include=forsale+mlsfsbo+construction,status=active\">Atlanta<\/a> (42.7%, up from 40.7%), <a href=\"https:\/\/www.redfin.com\/city\/29470\/IL\/Chicago\/filter\/status=active\">Chicago<\/a> (44.7%, up from 41.1%) and <a href=\"https:\/\/www.redfin.com\/city\/1826\/MA\/Boston\/filter\/include=forsale+mlsfsbo+construction,status=active\">Boston<\/a> (15.9%, up from 12%).\u00a0<\/span><\/p>\n<h4>Concessions are most common in Phoenix, San Diego and Raleigh<\/h4>\n<p><span style=\"font-weight: 400;\">Sellers in <a href=\"https:\/\/www.redfin.com\/city\/14240\/AZ\/Phoenix\">Phoenix<\/a> gave concessions to buyers in 68.5% of home sales in the three months ending April 30, the highest share of the metros Redfin analyzed and nearly double 35.9% a year earlier.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.redfin.com\/city\/16904\/CA\/San-Diego\">San Diego<\/a> (66.1%), Raleigh (64.6%), <a href=\"https:\/\/www.redfin.com\/city\/10201\/NV\/Las-Vegas\">Las Vegas<\/a> (59.1%) and <a href=\"https:\/\/www.redfin.com\/city\/5155\/CO\/Denver\">Denver<\/a> (58.1%) rounded out the top five. Like the metros where concessions <\/span><i><span style=\"font-weight: 400;\">rose <\/span><\/i><span style=\"font-weight: 400;\">most, these are all places where homebuying demand skyrocketed during the pandemic and is now waning.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Boston sellers only provided concessions in 15.9% of home sales, the lowest share of the metros in this analysis. Next came <a href=\"https:\/\/www.redfin.com\/city\/17420\/CA\/San-Jose\/filter\/include=forsale+mlsfsbo+construction\">San Jose, CA<\/a> (17.3%), <a href=\"https:\/\/www.redfin.com\/city\/30749\/NY\/New-York\/filter\/include=forsale+mlsfsbo+construction\">New York<\/a> (19.1%), <a href=\"https:\/\/www.redfin.com\/city\/15502\/PA\/Philadelphia\">Philadelphia<\/a> (27.8%) and <a href=\"https:\/\/www.redfin.com\/city\/16657\/TX\/San-Antonio\/filter\/include=forsale+mlsfsbo+construction\">San Antonio, TX<\/a> (37.1%).\u00a0<\/span><\/p>\n<table>\n<tbody>\n<tr>\n<td colspan=\"4\"><b>Metro-level summary<\/b><\/p>\n<p><i><span style=\"font-weight: 400;\">The table below includes 27 metros for which Redfin buyers\u2019 agents recorded at least 50 closed deals during the three months ending in April, in both 2023 and 2022.
