If supply dips below six months, it&#8217;s considered a seller&#8217;s market.<\/p>\n<h2>Bidding Wars Are Back<\/h2>\n<p>And now the laws of supply and demand are kicking in. In San Francisco, Seattle, Southern California and Washington DC, the Wall Street Journal reports that <a href=\"http:\/\/online.wsj.com\/article\/SB10001424052702304723304577366294046658820.html\">bidding wars are back<\/a>. Redfin clients in DC <a href=\"https:\/\/redfin.com\/blog\/2012\/04\/multiple_offers_how_to_win_when_to_lose.html\">just won a deal<\/a> by adopting the seller&#8217;s toy poodle, &#8220;Buddy.&#8221; An agent just wrote me to say that <a href=\"https:\/\/redfin.com\/homes-for-sale#!disp_mode=M&amp;market=socal&amp;region_id=335&amp;region_type=5&amp;sf=1&amp;v=8\">Inland Empire homes<\/a> move in 50 hours, not 50 days: &#8220;I can&#8217;t even go out for a sandwich without losing another deal.&#8221; The <a href=\"https:\/\/redfin.com\/blog\/2012\/05\/in_the_trenches_behind_the_scenes_of_americas_bidding_wars.html\">shacks now selling for more than $1 million<\/a> will make you cry.<\/p>\n<h2>Appraisal Roulette<\/h2>\n<p>Lenders are understandably nervous about these prices. Lots of deals are dying at the appraisal, with the bank refusing to loan money for a house under contract because the appraiser says it&#8217;s overpriced. Our DC listing agents have seen nearly half their deals kyboshed by a lender&#8217;s low appraisal. In some markets, agents are removing the lock-box immediately, just to be sure to walk the appraiser through the home in person.<\/p>\n<h2>The Bottom? We Hit That Last Year<\/h2>\n<p>Eventually, higher prices will show up in the historical data used by appraisers &#8212; and in the indexes used by economists too. The Wall Street Journal reports that &#8220;nearly six years after home prices started falling, more U.S. housing markets appear to be nearing a new phase: <a href=\"http:\/\/online.wsj.com\/article\/SB10001424052702303592404577364020637303562.html\">a prolonged bottom<\/a>.&#8221;<br \/>\nAccording to our own analysis of 17 urban counties, we aren&#8217;t &#8220;nearing&#8221; the bottom: we hit it last year. From April 2011 to April 2012 in the mostly coastal cities we serve, house prices increased 4%. This is the first year-over-year gain we&#8217;ve seen in a long time:<\/p>\n<table style=\"margin: 5px 0\">\n<tbody>\n<tr style=\"vertical-align: top\">\n<td>\n<p style=\"font-size: 12px;line-height: 18px;font-family: Arial,sans-serif;text-align: left;margin: 12px 0;padding: 0\">\n<\/td>\n<td><a><img decoding=\"async\" style=\"border: none\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2012\/05\/17-County-Median-House-Price-May-2012-Roundup.png\" border=\"0\" alt=\"17-County Median House Price, $\/Square Foot\" \/><\/a><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>No one else has April data yet, but the CoreLogic index only declined .6% in March compared to last year &#8212; once you exclude foreclosures and homes sold by underwater owners, CoreLogic <a href=\"http:\/\/www.corelogic.com\/about-us\/researchtrends\/home-price-index.aspx\">prices actually rose .9%<\/a>.<\/p>\n<h2>At the Bottom, Home-Owners Hesitate<\/h2>\n<p>So why aren&#8217;t more people selling homes? Well it&#8217;s hard to replace a million foreclosures per quarter, which is how fast the banks were once putting homes on the block. Most home-owners aren&#8217;t willing or even able to sell at the prices set by the banks. Having tanked the market, the banks no longer have so many foreclosures to sell.<\/p>\n<h2>The Shadows Recede<\/h2>\n<p>The rate of seriously delinquent mortgages is <a href=\"http:\/\/www.calculatedriskblog.com\/2012\/04\/fannie-mae-and-freddie-mac-serious.html\">at a three-year low<\/a>, but &#8212; fair warning &#8212; still stands at 3.67%, far above the normal delinquency rate of 1%. Foreclosures are <a href=\"http:\/\/www.corelogic.com\/about-us\/researchtrends\/national-foreclosure-report.aspx\">down 19% year over year<\/a>, and <a href=\"http:\/\/www.calculatedriskblog.com\/2012\/05\/lawler-reo-inventory-of-fs-and-pls.html\">the number of foreclosed homes that banks still have to sell has declined over the past year<\/a>.<br \/>\nFreddie Mac, the government institution that ends up owning lots of foreclosures, reported that its <a href=\"http:\/\/www.calculatedriskblog.com\/2012\/05\/freddie-mac-lower-reo-expense-in-q1-due.html\">losses from the sale of foreclosed homes declined by 33%<\/a>, and Fannie Mae is now in such good shape that <a href=\"http:\/\/www.nytimes.com\/2012\/05\/10\/business\/fannie-mae-profit-signals-a-stabilizing-housing-market.html\">for the first time since 2008 it&#8217;s paying a dividend<\/a>.<br \/>\nWhat about the foreclosure tsunami everyone expected after the robo-signing lawsuits settled? It never hit our shores because the settlement forced banks to <a href=\"http:\/\/blogs.wsj.com\/developments\/2012\/05\/03\/that-new-foreclosure-tsunami-still-waiting\/\">ease up on underwater home-owners and approve more short sales<\/a>.<\/p>\n<h2>For Rent or For Sale<\/h2>\n<p>That leaves only conventional home-owners to hang a yard-sign &#8212; and most won&#8217;t do it. We talk to lots of would-be sellers who now believe time is on their side, and decide to hold off a year before listing their home.<br \/>\nWith the apartment vacancy rate across 82 markets <a href=\"http:\/\/www.calculatedriskblog.com\/2012\/04\/more-apartment-vacancy-rate-falls-to-49.html\">at an eleven-year low<\/a> and <a href=\"http:\/\/articles.latimes.com\/2012\/may\/05\/business\/la-fi-renters-nightmare-20120506\">renters coming out of the woodwork<\/a>, even the folks who do put their house up for sale sometimes also try to find a renter at the same time, to see if someone else will pay the mortgage for a few years while the property hopefully appreciates.<br \/>\nSince the rest of the market is flat-footed, home-builders are the only ones with plenty of product, which is why the biggest builders just reported huge sales increases over last year, <a href=\"http:\/\/www.calculatedriskblog.com\/2012\/05\/lawler-update-on-home-builder-sales.html\">up 43%, 26%<\/a>, <a href=\"http:\/\/www.calculatedriskblog.com\/2012\/04\/lawler-builder-reports-exceed.html\">40%<\/a> and <a href=\"http:\/\/online.wsj.com\/article\/BT-CO-20120509-712110.html\">37%<\/a>.<\/p>\n<h2>So Where&#8217;s the Sales Volume?<\/h2>\n<p>But home sales overall aren&#8217;t up that much, only\u00a0<a href=\"http:\/\/www.realtor.org\/news-releases\/2012\/04\/march-pending-home-sales-rise-market-recovering\">an anemic 4% in March<\/a>.\u00a0Just because it&#8217;s a competitive market doesn&#8217;t mean it&#8217;s a hot market. The places where the market is most competitive &#8212; like Washington DC, Phoenix and San Francisco &#8212; are where sales volume is actually declining:<\/p>\n<table style=\"margin: 5px 0\">\n<tbody>\n<tr style=\"vertical-align: top\">\n<td>\n<p style=\"font-size: 12px;line-height: 18px;font-family: Arial,sans-serif;text-align: left;margin: 12px 0;padding: 0\">\n<\/td>\n<td><a><img decoding=\"async\" style=\"border: none\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2012\/05\/Sales-Volume-YoY-May-2012-Roundup1.png\" border=\"0\" alt=\"Change in Single-Family Home Sales Volume: 4.11-4.12\" \/><\/a><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>When demand is high and inventory is low, it&#8217;s sort of like trying to drive a Maserati on a Matchbox track: there&#8217;s nowhere really for buyers to go. The rate at which we take our own buyers on tour dropped 2% last week after a month-long plateau;\u00a0<a href=\"http:\/\/www.calculatedriskblog.com\/2012\/05\/mba-mortgage-purchase-activity.html\">like everyone else<\/a>, we&#8217;re putting record numbers of homes under contract, but wonder if demand will keep building through the summer.<\/p>\n<h2>What&#8217;s Driving Demand? Interest Rates<\/h2>\n<p>Why are so many buyers anxious to buy now even when the pickings are slim? Rates. <a href=\"https:\/\/redfin.com\/blog\/2012\/04\/strange_days_real_estate_enters_the_twilight_zone_april_2012_roundup.html\">Over<\/a> and <a href=\"https:\/\/redfin.com\/blog\/2012\/03\/happiness_is_inevitable_too_even_in_real_estate.html\">over again<\/a>, I&#8217;ve worried that, despite government promises, rates won&#8217;t last. Wednesday, the Mortgage Bankers Association reported <a href=\"http:\/\/www.mbaa.org\/NewsandMedia\/PressCenter\/80763.htm\">the lowest rates on 30-year loans in the history of its survey<\/a>:<\/p>\n<table style=\"margin: 5px 0\">\n<tbody>\n<tr style=\"vertical-align: top\">\n<td>\n<p style=\"font-size: 12px;line-height: 18px;font-family: Arial,sans-serif;text-align: left;margin: 12px 0;padding: 0\">\n<\/td>\n<td><a href=\"http:\/\/www.freddiemac.com\/pmms\/\"><img decoding=\"async\" style=\"border: none\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2012\/05\/30-Year-Mortgage-Rates-May-2012-Roundup.png\" border=\"0\" alt=\"U.S. 30-Year Fixed-Rate Mortgage Rates\" \/><\/a><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>But there&#8217;s another paradox here. Money&#8217;s cheap but it&#8217;s not easy. We just had a buyer worth $3 million get rejected for a $400,000 loan for lack of a steady paycheck. Right now, about <a href=\"http:\/\/blogs.wsj.com\/developments\/2012\/05\/07\/ranieri-housing-has-bottomed-but-credit-issues-loom\/\">half the country can&#8217;t qualify for a loan<\/a>.<br \/>\nAnd rules requiring more lending documentation worked out fine in 2009 but the banks are struggling to keep up now that the market&#8217;s moving faster. Many sellers want the buyer&#8217;s loan approved in a week, and underwriting can&#8217;t swing it.
