It fell 1.6% from a month earlier, which is typical for this time of year.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">October marked the seventh straight month in which the median asking rent was little changed from a year earlier. The rental market has flattened out following a rollercoaster ride during the past two years; rent growth skyrocketed during the pandemic as housing demand surged, and then rapidly slowed last year as inflation and economic uncertainty intensified.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone wp-image-77041\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/History-1024x768.png\" alt=\"\" width=\"800\" height=\"600\" srcset=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/History-1024x768.png 1024w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/History-300x225.png 300w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/History-768x576.png 768w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/History.png 1280w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cRents in Phoenix have pulled back,\u201d said local <\/span><a href=\"https:\/\/www.redfin.com\/premier\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Redfin Premier<\/span><\/a><span style=\"font-weight: 400;\"> real estate agent <\/span><a href=\"https:\/\/www.redfin.com\/real-estate-agents\/heather-mahmood-corley\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Heather Mahmood-Corley<\/span><\/a><span style=\"font-weight: 400;\">. \u201cDuring the pandemic, you\u2019d see five people applying for the same unit, and you\u2019re not seeing that anymore. Rentals are sitting on the market for longer. Landlords are willing to work with tenants on lease terms and concessions because consumers are just more skittish these days. A lot of folks are staying where they are instead of moving because there\u2019s so much uncertainty in the economy and in the world.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The rental market has cooled in part because there\u2019s a lot of new inventory, which means landlords are grappling with rising vacancies and have less leverage to raise rents. That\u2019s the reverse of what\u2019s happening in the for-sale housing market, where prices are <\/span><a href=\"https:\/\/www.redfin.com\/news\/housing-market-tracker-september-2023\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">rising<\/span><\/a><span style=\"font-weight: 400;\"> due to an inventory shortage. Listings in the for-sale market have plunged because surging mortgage rates have prompted many homeowners to stay put, as moving would mean trading in their low rate for a much higher one.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The jump in supply isn\u2019t the only factor that has caused rents to flatten; <\/span><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-01-13\/us-household-formation-late-last-year-seen-slowing-further?sref=fRZXrT1O\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">slowing<\/span><\/a><span style=\"font-weight: 400;\"> household formation has also contributed\u2014along with rising affordability challenges driven by the pandemic surge in rents, which rendered apartments in some areas unaffordable for many renters.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Still, there has been enough rental demand to prevent rents from declining significantly. That\u2019s partly because high mortgage rates and low for-sale inventory are keeping many would-be homebuyers in the rental market. The median asking rent in October remained 20.8% higher than it was in October 2019, before the pandemic.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Rental Vacancies Rise as More Units Come on the Market\u2014But Building Slowdown Could Bolster Rents<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">The rental vacancy rate hit <\/span><a href=\"https:\/\/www.census.gov\/housing\/hvs\/files\/currenthvspress.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">6.6%<\/span><\/a><span style=\"font-weight: 400;\"> in the third quarter\u2014the most recent period for which data is available\u2014the highest level since the first quarter of 2021. By comparison, the homeowner vacancy rate was 0.8%\u2014the second lowest level in records dating back to 1956 (the lowest was in the prior quarter).<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><img decoding=\"async\" class=\"alignnone wp-image-77042\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/rental-vacancy-rate-chart-1024x709.png\" alt=\"\" width=\"800\" height=\"554\" srcset=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/rental-vacancy-rate-chart-1024x709.png 1024w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/rental-vacancy-rate-chart-300x208.png 300w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/rental-vacancy-rate-chart-768x532.png 768w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/rental-vacancy-rate-chart-1536x1063.png 1536w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/rental-vacancy-rate-chart.png 1733w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rental vacancies are on the rise because renters have an increasing number of options to choose from. The number of completed apartments in the U.S. rose 4.9% year over year in the third quarter to a seasonally adjusted annual rate of <\/span><a href=\"https:\/\/fred.stlouisfed.org\/graph\/?g=1b5p0\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">1.2 million<\/span><\/a><span style=\"font-weight: 400;\">, one of the highest levels of the last three decades. Completions did fall from the prior quarter, when they hit 1.4 million, the highest level in over 35 years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But the number of apartment buildings on which construction has <\/span><i><span style=\"font-weight: 400;\">started<\/span><\/i><span style=\"font-weight: 400;\"> plunged 26.5% year over year in the third quarter to a seasonally adjusted annual rate of<\/span> <a href=\"https:\/\/fred.stlouisfed.org\/graph\/?g=1b5xS\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">1.2 million<\/span><\/a><span style=\"font-weight: 400;\">. That\u2019s the biggest drop since 2010 and the lowest level since 2020. Building starts are a leading indicator <\/span><span style=\"font-weight: 400;\">of what\u2019s happening in the housing market, whereas building completions are a lagging indicator.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><img decoding=\"async\" class=\"alignnone wp-image-77043\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/final-housing-starts-chart-q3-1024x711.png\" alt=\"\" width=\"800\" height=\"556\" srcset=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/final-housing-starts-chart-q3-1024x711.png 1024w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/final-housing-starts-chart-q3-300x208.png 300w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/final-housing-starts-chart-q3-768x534.png 768w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/final-housing-starts-chart-q3-1536x1067.png 1536w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/final-housing-starts-chart-q3.png 1727w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/span><\/p>\n<p><span style=\"font-weight: 400;\">The slowdown in apartment construction could ultimately bolster rent prices. Building has slowed due to rising interest rates, sluggish rent growth and possibly <\/span><a href=\"https:\/\/www.wsj.com\/real-estate\/the-apartment-market-is-hitting-a-construction-lull-b85025ae\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">overbuilding<\/span><\/a><span style=\"font-weight: 400;\"> in some areas.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rents may also hold up relatively well for two-plus bedroom apartments next year as prospective house hunters opt to rent instead of buy due to elevated mortgage rates.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Rents Fall Most in the West, Rise Most in the Midwest<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">The median asking rent in the West fell 1.5% to $2,392, and in the South was little changed, down 0.2% to $1,642. Meanwhile, asking rents grew 4.1% to $1,430 in the Midwest and rose 3% to $2,463 in the Northeast.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rents are climbing fastest in the most affordable region and falling fastest in one of the least affordable, which makes sense at a time when housing affordability is becoming a problem for more American families. Research <\/span><a href=\"https:\/\/www.redfin.com\/news\/housing-migration-trends-q3-2023\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">shows<\/span><\/a><span style=\"font-weight: 400;\"> that a near-record share of house hunters are leaving their metro when they move, many in search of a more affordable place to live.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-77044\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/History-copy-1024x768.png\" alt=\"\" width=\"800\" height=\"600\" srcset=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/History-copy-1024x768.png 1024w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/History-copy-300x225.png 300w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/History-copy-768x576.png 768w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2023\/11\/History-copy.png 1280w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another reason the rental market has softened substantially in the West and South is that those markets saw outsized growth during the pandemic. Rents skyrocketed as people <\/span><a href=\"https:\/\/www.redfin.com\/news\/housing-migration-trends-may-2023\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">flooded<\/span><\/a><span style=\"font-weight: 400;\"> into Sun Belt cities including <\/span><a href=\"https:\/\/www.redfin.com\/city\/14240\/AZ\/Phoenix\/apartments-for-rent\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Phoenix<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.redfin.com\/city\/11458\/FL\/Miami\/apartments-for-rent\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Miami<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/www.redfin.com\/news\/housing-migration-trends-may-2023\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Dallas<\/span><\/a><span style=\"font-weight: 400;\">. But once the rental boom in those regions cooled, prices had relatively more room to fall. Apartment construction in the Sun Belt has also been especially robust, contributing to the cooldown in rents.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While rents in the West and South have been cooling, these regions\u2019 rental markets have started to stabilize in recent months as the impact of the pandemic price boom moves further into the rearview mirror.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Methodology<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Asking price data includes single-family homes, multi-family units, condos\/co-ops and townhouses from <\/span><a href=\"http:\/\/rent.com\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Rent.com<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"http:\/\/redfin.com\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Redfin.com<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Redfin has removed metro-level data from monthly rental reports for the time being as it works to expand its rental analysis.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Prices reflect the current costs of new leases during each time period.
