But the share of homeowners with relatively low rates has fallen from its record high because some have given up on waiting to move until rates nosedive, and everyone who has purchased a home in the last year has done so when rates were above 6%.<\/strong> <\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Nationwide, 88.5% of U.S. homeowners with mortgages have an interest rate below 6%, down from a record high of 92.8% in mid-2022.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That means <\/span><i><span style=\"font-weight: 400;\">more than <\/span><\/i><span style=\"font-weight: 400;\">88.5% of homeowners with mortgages have a rate below the current weekly average of<\/span> <a href=\"https:\/\/www.freddiemac.com\/pmms\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">6.66%<\/span><\/a><span style=\"font-weight: 400;\">, prompting many to stay put instead of selling and buying another home at a higher rate\u2014a phenomenon called the \u201clock-in effect.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But for most people, it\u2019s not realistic to stay put forever. The share of homeowners with a rate below 6% has fallen from its record high partly because some homeowners are opting to bite the bullet and give up their low rate in order to move. Many are selling because a major life event like a divorce has given them no other choice, while others are putting their homes on the market because they want to live in a different house or city.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another reason the share has dipped: Everyone who purchased a home in the last year\u2014repeat buyers and first-time buyers alike\u2014was entering the market at a time when the average mortgage rate was above 6%.<\/span><\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone wp-image-77350\" src=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2024\/01\/locked_in_mortgages_thru_2023_q3_revised-1024x745.png\" alt=\"\" width=\"800\" height=\"582\" srcset=\"https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2024\/01\/locked_in_mortgages_thru_2023_q3_revised-1024x745.png 1024w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2024\/01\/locked_in_mortgages_thru_2023_q3_revised-300x218.png 300w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2024\/01\/locked_in_mortgages_thru_2023_q3_revised-768x559.png 768w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2024\/01\/locked_in_mortgages_thru_2023_q3_revised-1536x1117.png 1536w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2024\/01\/locked_in_mortgages_thru_2023_q3_revised-2048x1489.png 1651w, https:\/\/www.redfin.com\/news\/wp-content\/uploads\/2024\/01\/locked_in_mortgages_thru_2023_q3_revised.png 1650w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">This is according to a Redfin analysis of data from the Federal Housing Finance Agency\u2019s National Mortgage Database as of the third quarter of 2023, the most recent period for which data is available. <\/span><span style=\"font-weight: 400;\">The share of homeowners with rates below 6% likely fell further in the fourth quarter because a dip in mortgage rates drove more people to buy and sell homes, even as rates remained above 6%.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI\u2019m working with a lot of homeowners who are selling because of things like divorces, new jobs or deaths in the family,\u201d<\/span><span style=\"font-weight: 400;\"> said <\/span><a href=\"https:\/\/www.redfin.com\/real-estate-agents\/david-palmer\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">David Palmer<\/span><\/a><span style=\"font-weight: 400;\">, a <\/span><a href=\"https:\/\/www.redfin.com\/premier\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Redfin Premier<\/span><\/a><span style=\"font-weight: 400;\"> real estate agent in <a href=\"https:\/\/www.redfin.com\/city\/16163\/WA\/Seattle\" target=\"_blank\" rel=\"noopener\">Seattle<\/a>.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI\u2019m also working with homeowners who are <\/span><span style=\"font-weight: 400;\">bursting at the seams and selling because they\u2019ve outgrown their current home.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s worth noting that for some homeowners, the fact that home prices soared during the pandemic means they have enough equity to justify selling and taking on a higher rate\u2014especially if they\u2019re downsizing or moving somewhere more affordable.<\/span><\/p>\n<h3>The Lock-In Effect Continues to Fuel America\u2019s Housing Shortage, But Listings Have Started to Tick Up<\/h3>\n<p><span style=\"font-weight: 400;\">Americans continue to face a shortage of homes for sale, and a primary reason is the lock-in effect.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But home listings have been <\/span><a href=\"https:\/\/www.redfin.com\/news\/housing-market-update-new-listings-demand-up\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">ticking up<\/span><\/a><span style=\"font-weight: 400;\"> year over year, in part because some homeowners simply have to move, as discussed above. Listings are also rising because mortgage rates have fallen enough in recent weeks to convince some homeowners to let go of their low rate. Today\u2019s 6.66% average mortgage rate is down from a peak of roughly 8% in October.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cSellers have started coming out of the woodwork because that\u2019s typical for January and because mortgage rates have dropped,\u201d Palmer said. \u201cThey\u2019re also coming to terms with the fact that rates aren\u2019t going back down to 3% any time soon, which makes it easier to pull the trigger on selling. But a lot of sellers are worried about finding their next house because even though listings are rising, there\u2019s still a housing shortage. That\u2019s part of the reason so many sellers remain on the sidelines.\u201d<\/span><\/p>\n<p><b>Here\u2019s the full breakdown of where today\u2019s homeowners fall on the mortgage-rate spectrum:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Below 6%<\/b><span style=\"font-weight: 400;\">: 88.5% of mortgaged U.S. homeowners have a rate below 6%, down from a record 92.8% in the second quarter of 2022.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Below 5%<\/b><span style=\"font-weight: 400;\">: 78.7% have a rate below 5%, down from a record 85.6% in the first quarter of 2022.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Below 4%<\/b><span style=\"font-weight: 400;\">: 59.4% have a rate below 4%, down from a record 65.3% in the first quarter of 2022.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Below 3%<\/b><span style=\"font-weight: 400;\">: 22.6% have a rate below 3%, down from a record 24.6% in the first quarter of 2022.<\/span><\/li>\n<\/ul>\n<h3>Mortgage Rates Have Dipped, But It\u2019s Still More Expensive to Buy and Sell Homes Than It Was a Year Ago<\/h3>\n<p><span style=\"font-weight: 400;\">The typical homebuyer purchasing today\u2019s median-priced U.S. home at the average mortgage rate takes on a monthly payment of <\/span><a href=\"https:\/\/www.redfin.com\/news\/housing-market-update-new-listings-demand-up\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">$2,399<\/span><\/a><span style=\"font-weight: 400;\">.<\/span> <span style=\"font-weight: 400;\">While that\u2019s down more than $300 from the all-time high in 2022, it\u2019s still up 7.4% from a year ago. That\u2019s because both mortgage rates and home prices are higher than they were at this time last year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nearly all homeowners with a mortgage have a rate below the one they would get if they bought a home today, but the difference in monthly payments varies depending on each individual situation. A mortgage holder in the 3% to 4% range is more likely to feel handcuffed to their home than someone in the 5% to 6% range, for instance.\u00a0<\/span><\/p>\n<h3>Methodology<\/h3>\n<p><span style=\"font-weight: 400;\">This report is based on a Redfin analysis of third quarter 2023 data from the FHFA\u2019s<\/span> <a href=\"https:\/\/www.fhfa.gov\/DataTools\/Downloads\/Pages\/National-Mortgage-Database-Aggregate-Data.aspx\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">National Mortgage Database<\/span><\/a><span style=\"font-weight: 400;\">, which is a nationally representative 5% sample of all first-lien, closed-end purchased or refinanced residential mortgages in the U.S. The third quarter is the most recent period for which data on outstanding mortgages is available. We assume each loan represents a homeowner with a mortgage, though some homeowners may have multiple loans.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While the prevailing mortgage rate for homebuyers often changes quickly, rates for existing homeowners don\u2019t typically change significantly from quarter to quarter, as most buyers take out 30-year mortgages.
