That\u2019s down 23.1% from an average of 16.7 during the pandemic building boom, and down 1.1% from an average of 13 in the years leading up to the pandemic.<br \/>\n<\/span><br \/>\n<iframe id=\"datawrapper-chart-9R9Xj\" style=\"width: 0; min-width: 100% !important; border: none;\" title=\"Multifamily Building Permits Return to Pre-Pandemic Levels\" src=\"https:\/\/datawrapper.dwcdn.net\/9R9Xj\/4\/\" height=\"441\" frameborder=\"0\" scrolling=\"no\" aria-label=\"Line chart\" data-external=\"1\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r,i=0;r=e[i];i++)if(r.contentWindow===a.source){var d=a.data[\"datawrapper-height\"][t]+\"px\";r.style.height=d}}})}();\n<\/script><br \/>\n<span style=\"font-weight: 400;\"><br \/>\nThis is according to a Redfin analysis of U.S. Census Bureau data covering building permits for multifamily units in buildings with five or more units. The most recent period (\u201cthe past year\u201d) represents the average monthly value for July 2024-June 2025. The pandemic period represents the average across those same months in 2020-2023, and the pre-pandemic period represents the average across those months in 2014-2020.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Remote work during the pandemic allowed scores of Americans to relocate, leading to a surge in rental demand. Builders ramped up construction in response\u2014particularly in high-demand Sun Belt states including Texas and Florida. As a result, the number of units being completed <\/span><a href=\"https:\/\/fred.stlouisfed.org\/graph\/?g=1LaRh\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">hit<\/span><\/a><span style=\"font-weight: 400;\"> a 50-year high in 2024, causing rents to fall as landlords <\/span><a href=\"https:\/\/www.redfin.com\/news\/rental-absorption-q1-2025\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">struggled<\/span><\/a><span style=\"font-weight: 400;\"> to fill vacancies. Falling rents and high borrowing costs for builders made building less attractive, which is why we\u2019re now seeing a decline in permits.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rents have been falling or flat for much of the past two years, but <\/span><a href=\"https:\/\/www.redfin.com\/news\/rental-tracker-july-2025\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">last month<\/span><\/a><span style=\"font-weight: 400;\">, the median asking rent<\/span><i><span style=\"font-weight: 400;\"> rose <\/span><\/i><span style=\"font-weight: 400;\">1.7% from a year earlier.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cAsking rents may now be ticking up because the pool of new apartments renters have to choose from is shrinking while demand for rentals is growing,\u201d said Redfin Senior Economist <\/span><a href=\"https:\/\/www.redfin.com\/news\/author\/sheharyarbokhari\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Sheharyar Bokhari<\/span><\/a><span style=\"font-weight: 400;\">. \u201cRenters could see perks like free parking start to disappear if the balance of power shifts further toward landlords.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s worth noting that this story is a local one. While apartment construction has slowed since the pandemic in many Sun Belt metros (e.g., Austin, TX), it continues to grow in others (e.g., North Port, FL)\u2014and overall, the region continues to <\/span><a href=\"https:\/\/www.census.gov\/construction\/nrc\/pdf\/newresconst.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">build<\/span><\/a><span style=\"font-weight: 400;\"> more housing than other parts of the country. It\u2019s actually metros in the West that are currently leading the decline in multifamily permits, which we discuss further in the final section of this report.<\/span><\/p>\n<h3><b>North Port, FL and Austin, TX are permitting more multifamily housing than any other major metro<\/b><\/h3>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/www.redfin.com\/city\/12742\/FL\/North-Port\/apartments-for-rent\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">North Port, FL<\/span><\/a><span style=\"font-weight: 400;\"> granted permits to build 65 multifamily units for every 10,000 people over the past year. That\u2019s the highest level among the 78 U.S. metros Redfin analyzed with populations of at least 750,000.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Developers are also still targeting <a href=\"https:\/\/www.redfin.com\/city\/30818\/TX\/Austin\/rentals\/filter\/property-type=multifamily\" target=\"_blank\" rel=\"noopener\">Austin<\/a> for growth despite <a href=\"https:\/\/www.redfin.com\/news\/rental-tracker-july-2025\" target=\"_blank\" rel=\"noopener\">falling rents<\/a>. The Texas metro granted permits to build 63.6 multifamily units for every 10,000 people\u2014the second highest among the metros Redfin analyzed. Rounding out the top five are <a href=\"https:\/\/www.redfin.com\/city\/2654\/FL\/Cape-Coral\/rentals\/filter\/property-type=multifamily\">Cape Coral, FL<\/a> (also 63.6), <a href=\"https:\/\/www.redfin.com\/city\/35711\/NC\/Raleigh\/rentals\/filter\/property-type=multifamily\">Raleigh, NC<\/a> (43.7) and <a href=\"https:\/\/www.redfin.com\/city\/4664\/OH\/Columbus\/rentals\/filter\/property-type=multifamily\">Columbus, OH<\/a> (42).<br \/>\n<\/span><\/p>\n<p><iframe id=\"datawrapper-chart-Bjea7\" style=\"width: 0; min-width: 100% !important; border: none;\" title=\"North Port, FL and Austin, TX Permit the Most Apartments\" src=\"https:\/\/datawrapper.dwcdn.net\/Bjea7\/2\/\" height=\"510\" frameborder=\"0\" scrolling=\"no\" aria-label=\"Symbol map\" data-external=\"1\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r,i=0;r=e[i];i++)if(r.contentWindow===a.source){var d=a.data[\"datawrapper-height\"][t]+\"px\";r.style.height=d}}})}();\n<\/script><br \/>\n<span style=\"font-weight: 400;\"><br \/>\nAt the other end of the spectrum is <\/span><a href=\"https:\/\/www.redfin.com\/city\/19009\/CA\/Stockton\/rentals\/filter\/property-type=multifamily\"><span style=\"font-weight: 400;\">Stockton, CA<\/span><\/a><span style=\"font-weight: 400;\">, which recorded zero multifamily permits in the past year. The metro with the second-fewest permits was <\/span><a href=\"https:\/\/www.redfin.com\/city\/953\/CA\/Bakersfield\/rentals\/filter\/property-type=multifamily\"><span style=\"font-weight: 400;\">Bakersfield, CA<\/span><\/a><span style=\"font-weight: 400;\"> (0.9 units per 10,000 people), followed by <\/span><a href=\"https:\/\/www.redfin.com\/city\/6171\/TX\/El-Paso\/rentals\/filter\/property-type=multifamily\"><span style=\"font-weight: 400;\">El Paso, TX<\/span><\/a><span style=\"font-weight: 400;\"> (1.6), <\/span><a href=\"https:\/\/www.redfin.com\/city\/14233\/LA\/New-Orleans\/rentals\/filter\/property-type=multifamily\"><span style=\"font-weight: 400;\">New Orleans<\/span><\/a><span style=\"font-weight: 400;\"> (2.7) and <\/span><a href=\"https:\/\/www.redfin.com\/city\/15272\/RI\/Providence\/rentals\/filter\/property-type=multifamily\"><span style=\"font-weight: 400;\">Providence, RI<\/span><\/a><span style=\"font-weight: 400;\"> (2.7).<\/span><\/p>\n<h3><b>Most major metros have seen a decline in multifamily permits since the pandemic<\/b><\/h3>\n<p><span style=\"font-weight: 400;\"><br \/>\nOver half (59%) of the metros Redfin analyzed have seen a drop in multifamily construction permits since the pandemic era.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Stockton saw the biggest drop in permitted units per 10,000 people (-100%), followed by San Jose, CA (-74.5%), Colorado Springs, CO (-68.1%), Rochester, NY (-62.7%) and Philadelphia (-62.1%).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Oklahoma City, OK led the list of metros with the biggest<\/span><i><span style=\"font-weight: 400;\"> increases<\/span><\/i><span style=\"font-weight: 400;\"> (205%), followed by Providence, RI (150%), Pittsburgh (131%), Cape Coral, FL (126%) and Hartford, CT (123%).<\/span><\/p>\n<h3><b>Metro-level
