But would-be buyers are hesitant because prices are high, the economy is uncertain and new listings are dwindling.\u00a0<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">The weekly average mortgage rate has fallen to 6.26%, the lowest level in nearly a year and down from roughly 6.8% at the start of summer. The dip was in anticipation of the <\/span><a href=\"https:\/\/www.redfin.com\/news\/fed-meeting-september-2025\/\"><span style=\"font-weight: 400;\">Fed\u2019s first interest-rate cut<\/span><\/a><span style=\"font-weight: 400;\"> of the year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But steadily falling mortgage rates\u2013this marks the ninth straight week of declines\u2013haven\u2019t brought many homebuyers to the market. Pending U.S. home sales dipped roughly 1% from a year earlier during the four weeks ending September 21, the first decline in nearly three months. And while mortgage applications to <\/span><i><span style=\"font-weight: 400;\">refinance <\/span><\/i><span style=\"font-weight: 400;\">homes<\/span><a href=\"https:\/\/www.mba.org\/news-and-research\/newsroom\/news\/2025\/09\/17\/mortgage-application-payments-increased-in-latest-mba-weekly-survey\"><span style=\"font-weight: 400;\"> jumped 58%<\/span><\/a><span style=\"font-weight: 400;\"> week over week during the second week of September, mortgage-<\/span><i><span style=\"font-weight: 400;\">purchase<\/span><\/i><span style=\"font-weight: 400;\"> applications rose just 3%.\u00a0<\/span><\/p>\n<p><b>There are several reasons homebuying demand isn\u2019t yet improving:<\/b><\/p>\n<ul>\n<li aria-level=\"1\"><b>Stubbornly high home prices. <\/b><span style=\"font-weight: 400;\">The median U.S. home-sale price is up 2.2% year over year, the biggest increase in nearly six months. That\u2019s keeping monthly housing payments elevated despite falling mortgage rates.<\/span><\/li>\n<\/ul>\n<ul>\n<li aria-level=\"1\"><b>Mortgage rates haven\u2019t fallen enough. <\/b><span style=\"font-weight: 400;\">Redfin agents report that many would-be buyers are waiting for rates to fall below 6% before making a move\u2013something that may or may not happen.\u00a0<\/span><\/li>\n<\/ul>\n<ul>\n<li aria-level=\"1\"><b>Lack of fresh homes to choose from. <\/b><span style=\"font-weight: 400;\">New listings of homes for sale are essentially flat year over year, as they have been for two months. The total number of homes for sale is up 8.6%, the smallest increase since the start of 2024. With new listings dwindling as home sellers react to the buyer\u2019s market, house hunters don\u2019t have many options.\u00a0<\/span><\/li>\n<\/ul>\n<ul>\n<li aria-level=\"1\"><b>Economic uncertainty. <\/b><span style=\"font-weight: 400;\">Redfin agents say some house hunters are backing off because they\u2019re concerned about potential layoffs, ups and downs in the stock market, and general uncertainty about tariffs, and a possible recession.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">\u201cIt\u2019s natural that buyers want to feel confident in their decision to purchase a home, and right now many don\u2019t,\u201d said Josh Felder, a Redfin Premier agent in San Francisco. \u201cA lot of buyers are hesitating because they\u2019re worried about potentially losing their jobs, losing money in their stock portfolio, and the economy in general. Many of the buyers who are moving forward are making offers with contingencies, and are willing to walk away during the inspection period if they don\u2019t get the concessions they want.
