Redfin agents say many are \u201cboomerang\u201d migrants\u2014people who moved to flood-prone America during the pandemic and then decided to return home.<\/i><\/strong><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><strong><i>While domestic migration to flood-prone areas has slowed, many of these areas are still experiencing population growth due to immigration. But that could change as the government cracks down on border crossings.<\/i><\/strong><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Flood-prone America is losing more residents than it\u2019s gaining for the first time since 2019.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">High-flood-risk counties saw 29,027 more people move out than in last year. By comparison, low-flood-risk counties saw 35,941 more people move in<\/span> <span style=\"font-weight: 400;\">than out\u2014the largest gain since 2019.<\/span><\/p>\n<div id=\"datawrapper-vis-JOA73\" style=\"min-height: 350px;\"><script type=\"text\/javascript\" defer src=\"https:\/\/datawrapper.dwcdn.net\/JOA73\/embed.js\" charset=\"utf-8\" data-target=\"#datawrapper-vis-JOA73\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/datawrapper.dwcdn.net\/JOA73\/full.png\" alt=\"Flood-Prone America Is Seeing More People Move Out Than In (Small multiple line chart)\" \/><\/noscript><\/div>\n<p><span style=\"font-weight: 400;\"><br \/>\nThis is based on a Redfin analysis of domestic<\/span> <span style=\"font-weight: 400;\">migration data from the U.S. Census Bureau (excludes immigration) and climate-risk scores from <\/span><a href=\"https:\/\/firststreet.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">First Street<\/span><\/a><span style=\"font-weight: 400;\">. We define a high-risk county as one that ranks in the top 10% when it comes to the share of homes facing high flood risk\u2014in other words, counties with 23.7%-99.1% of homes facing high risk. Migration data for 2024 <\/span><a href=\"https:\/\/www.census.gov\/newsroom\/press-kits\/2024\/national-state-population-estimates.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">covers<\/span><\/a><span style=\"font-weight: 400;\"> July 1, 2023-July 1, 2024. A <\/span><span style=\"font-weight: 400;\">\u201cnet outflow\u201d measures how many more people moved out of than into an area, while a \u201cnet inflow\u201d measures how many more people moved in than out. These data are subject to revision.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Major hubs in coastal Florida, Texas, New York and Louisiana were driving forces behind the national net outflow last year. <\/span><a href=\"https:\/\/www.redfin.com\/county\/479\/FL\/Miami-Dade-County\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Miami-Dade County<\/span><\/a><span style=\"font-weight: 400;\">, where over one-third of homes face high flood risk, saw 67,418 more people move out than in\u2014the largest net outflow among the 310 high-flood-risk counties Redfin analyzed. Next comes <\/span><a href=\"https:\/\/www.redfin.com\/county\/2740\/TX\/Harris-County\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Harris County, TX<\/span><\/a><span style=\"font-weight: 400;\"> (home to Houston), which saw a net outflow of 31,165. In third place is <\/span><a href=\"https:\/\/www.redfin.com\/county\/1968\/NY\/Kings-County\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Kings County, NY<\/span><\/a><span style=\"font-weight: 400;\"> (home to Brooklyn), which saw a net outflow of 28,158. For example, Miami\u2019s net outflow widened to 67,418 in 2024 from 50,637 in 2023\u2014the largest acceleration of any high-flood-risk county.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Redfin agents in flood-prone areas say high housing costs, climate risk, rising insurance premiums and politics are among the factors that have made people reluctant to stay or move in.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cA lot of people moved to Miami during the pandemic, thinking life would be a vacation,\u201d said local Redfin real estate agent <\/span><a href=\"https:\/\/www.redfin.com\/real-estate-agents\/ozzie-linares\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Ozzie Linares.<\/span> <\/a><span style=\"font-weight: 400;\">\u201cMany of those people are now leaving because they\u2019ve realized living here isn\u2019t a piece of cake\u2014the city has become increasingly expensive and extreme weather events are on the rise. We were just under a flash flood <\/span><a href=\"https:\/\/www.cbsnews.com\/miami\/news\/heavy-rain-flash-flood-chances-south-florida-oct-9\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">warning<\/span><\/a><span style=\"font-weight: 400;\"> due to higher-than-normal king tides.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Linares said his homeowner\u2019s insurance premium has risen to $6,700 per year from less than $2,000 two years ago, and his flood insurance premium has climbed to $1,250 from around $400. Insurance premiums are rising across the country due to intensifying climate risk.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Soaring <\/span><a href=\"https:\/\/www.jchs.harvard.edu\/blog\/insurance-crisis-continues-weigh-homeowners\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">insurance<\/span><\/a><span style=\"font-weight: 400;\"> costs, <\/span><a href=\"https:\/\/www.redfin.com\/news\/hoa-fees-surge-florida-2024\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">HOA<\/span><\/a><span style=\"font-weight: 400;\"> dues and condo special assessments have added insult to injury for buyers already contending with high home prices and mortgage rates\u2014especially in Florida. <\/span><span style=\"font-weight: 400;\">The 2021 collapse of a condo building in<\/span> <a href=\"https:\/\/www.redfin.com\/city\/17903\/FL\/Surfside\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Surfside, FL<\/span><\/a><span style=\"font-weight: 400;\">, which killed nearly 100 people, led to a new<\/span> <a href=\"https:\/\/www.flsenate.gov\/Committees\/BillSummaries\/2022D\/html\/2875\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">law<\/span><\/a> <span style=\"font-weight: 400;\">requiring condo buildings to undergo structural inspections and shore up reserves. Many HOAs have been hiking fees and doling out hefty special assessments to comply with the new rules, reducing demand for condos\u2014a very common property type across coastal Florida.<\/span><\/p>\n<div id=\"datawrapper-vis-nryYr\" style=\"min-height: 471px;\"><script type=\"text\/javascript\" defer src=\"https:\/\/datawrapper.dwcdn.net\/nryYr\/embed.js\" charset=\"utf-8\" data-target=\"#datawrapper-vis-nryYr\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/datawrapper.dwcdn.net\/nryYr\/full.png\" alt=\"Miami Housing Costs Jumped Significantly During Pandemic (Line chart)\" \/><\/noscript><\/div>\n<p><span style=\"font-weight: 400;\"><br \/>\nA decade ago, flood-prone America was seeing more people move in than out, primarily driven by migration to the Houston area and Cape Coral-Fort Myers, FL. But in 2016, the Houston area started seeing more people leave than move in\u2014a trend that accelerated in 2017-2019 and helped trigger a national net outflow from flood-prone areas. Many Houstonians left during this time due to <\/span><a href=\"https:\/\/trerc.tamu.edu\/article\/lessons-from-harvey\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Hurricane Harvey<\/span><\/a><span style=\"font-weight: 400;\">. The area had also been grappling with a <\/span><a href=\"https:\/\/www.houstonchronicle.com\/business\/energy\/article\/Local-economists-declare-the-end-to-Houston-s-13159461.php\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">bust<\/span><\/a><span style=\"font-weight: 400;\"> in the oil industry, which continues to face <\/span><a href=\"https:\/\/www.bloomberg.com\/news\/features\/2025-06-30\/trump-s-drill-baby-drill-meets-empty-real-estate-in-oil-capital-houston?embedded-checkout=true\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">challenges<\/span><\/a><span style=\"font-weight: 400;\"> today. The national outflow from flood-prone areas reversed during the pandemic as scores of remote workers moved to beachfront Florida and other at-risk parts of the Sun Belt. And now we\u2019re seeing yet another reversal\u2014many people are leaving flood-prone America today, this time due to factors including high housing costs, politics and climate risk.\u00a0<\/span><\/p>\n<h3><b>Some People Are Leaving Flood-Prone America Because Their Homes Have Been Destroyed\u00a0<\/b><\/h3>\n<p><span style=\"font-weight: 400;\"><br \/>\nWhile many people are leaving flood-prone areas for affordability reasons, others are leaving because they have been personally impacted by flooding.<\/span><\/p>\n<p><a href=\"https:\/\/www.redfin.com\/county\/488\/FL\/Pinellas-County\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Pinellas County, FL<\/span><\/a><span style=\"font-weight: 400;\">, which is on the Gulf Coast and home to St. Petersburg, is the only county in the table above that experienced its <\/span><i><span style=\"font-weight: 400;\">first<\/span><\/i><span style=\"font-weight: 400;\"> net outflow in many years<\/span><i><span style=\"font-weight: 400;\">.<\/span><\/i><span style=\"font-weight: 400;\"> Local Redfin real estate agent <\/span><a href=\"https:\/\/www.redfin.com\/real-estate-agents\/dawn-liedtke\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Dawn Liedtke<\/span><\/a><span style=\"font-weight: 400;\"> said this exodus intensified after Hurricane Helene hit at the end of 2024, causing an estimated <\/span><a href=\"https:\/\/www.wtsp.com\/article\/news\/local\/pinellascounty\/hurricane-helene-barrier-islands-pinellas-county\/67-6742bd44-73eb-4fb3-8f01-76b50aa214e9\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">$93 million<\/span><\/a><span style=\"font-weight: 400;\"> in damage.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cA huge part of the Pinellas County population was forced to leave because their homes were flooded in Hurricane Helene,\u201d Liedtke said. \u201cIt made people reevaluate whether they want to live in an area with flood risk. A lot of sellers I worked with after the storm moved to non flood zones in neighboring Pasco County, but we also saw many people move out of state.\u201d<\/span><\/p>\n<p><a href=\"https:\/\/www.redfin.com\/county\/487\/FL\/Pasco-County\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Pasco County<\/span><\/a><span style=\"font-weight: 400;\"> saw a net inflow of roughly 20,000 people last year\u2014the third highest in the nation. Just 18.1% of homes face high flood in Pasco County, compared with 35.8% in Pinellas County.<\/span><\/p>\n<div id=\"datawrapper-vis-of9Ct\" style=\"min-height: 495px;\"><script type=\"text\/javascript\" defer src=\"https:\/\/datawrapper.dwcdn.net\/of9Ct\/embed.js\" charset=\"utf-8\" data-target=\"#datawrapper-vis-of9Ct\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/datawrapper.dwcdn.net\/of9Ct\/full.png\" alt=\"Where U.S. Homeowners Are Most Likely to Face Flood Risk (Choropleth map)\" \/><\/noscript><\/div>\n<h3><b><br \/>\nHouston, Which Faces Multiple Climate Risks, Sees Exodus of Residents Intensify<\/b><\/h3>\n<p><span style=\"font-weight: 400;\"><br \/>\nHarris County, TX saw its net outflow widen to 31,165 in 2024 from 22,035 in 2023\u2014the second biggest acceleration among high-flood-risk counties.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nearly 1 in 3 (31.3%) homes face high flood risk in Harris County, but Houston also faces other climate risks, namely extreme heat\u2014100% of homes in Harris County face high heat risk. The area has also faced bouts of extreme cold, including the <\/span><a href=\"https:\/\/www.ncei.noaa.gov\/news\/great-texas-freeze-february-2021\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Great Texas Freeze of 2021<\/span><\/a><span style=\"font-weight: 400;\">, which caused widespread power outages.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cPeople are always nervous about flooding in Houston, but it\u2019s no longer the top concern like it was after Hurricane Harvey,\u201d said local Redfin Premier real estate agent <\/span><a href=\"https:\/\/www.redfin.com\/real-estate-agents\/roze-swartz\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Roze Swartz<\/span><\/a><span style=\"font-weight: 400;\">. \u201cI\u2019m working with a lot of home sellers who moved to Texas from the West Coast during the pandemic and now want to leave because Houston isn\u2019t what they expected\u2014they don\u2019t like the extreme heat or the politics. They want to go hiking or kayaking on a whim, but Houstonians pretty much stay indoors from May to September due to the heat. A lot of out-of-towners are cashing out their equity and moving back home.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Affordability is also a factor. Home prices in the Sun Belt, which includes Texas and Florida, exploded during the pandemic homebuying boom. They\u2019re no longer growing at breakneck speed but remain much higher than they were before the pandemic.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cA lot of people moved to Texas during the pandemic because it was relatively affordable, but property taxes and insurance costs have gone up so much that some homeowners are being forced to sell,\u201d Swartz said. \u201cI just met a seller who bought her home a year ago and now has to sell it because she can no longer afford her monthly payments, which isn\u2019t an uncommon situation. I even have one seller who went into foreclosure.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Texas is home to the highest effective property tax rates in the nation, and Florida is home to three of the five major metros where property tax bills have increased most since before the pandemic, according to a 2024 Redfin <\/span><a href=\"https:\/\/www.redfin.com\/news\/property-tax-homebuyer-increase-florida\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">report<\/span><\/a><span style=\"font-weight: 400;\">. Both states have <\/span><a href=\"https:\/\/www.bankrate.com\/insurance\/homeowners-insurance\/states\/#home-insurance-rates-by-state\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">higher<\/span><\/a><span style=\"font-weight: 400;\">-than-average homeowners insurance premiums.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While some Houston residents are moving out of state, others are moving to the suburbs. <\/span><a href=\"https:\/\/www.redfin.com\/county\/2809\/TX\/Montgomery-County\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Montgomery County, TX<\/span><\/a><span style=\"font-weight: 400;\">, a low-flood-risk county north of Houston, saw 23,919 more people move in than out last year\u2014the largest net inflow in the country. Just 14.7% of homes in Montgomery County face high flood risk.<\/span><\/p>\n<h3><b>Climate Risk Is Top Reason Florida Residents Are Likely to Move<\/b><\/h3>\n<p><span style=\"font-weight: 400;\"><br \/>\nA Redfin-commissioned survey conducted by Ipsos in May 2025 found that climate risk is the top reason Florida residents are likely to move, but is not the top reason Texas residents are likely to move.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The survey asked roughly 1,200 U.S. homeowners and renters who have plans to move in the next year why they are planning to move. Among Floridians, the most common response was \u201cconcern for natural disasters or climate risks in my previous area,\u201d followed by \u201cwant more space&#8221; and &#8220;for lower childcare costs.&#8221;\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Among Texas respondents, the most common responses were &#8220;want more space,&#8221; &#8220;upgrade to a better home or neighborhood&#8221; and &#8220;for lower rental\/home prices.&#8221; <\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">The \u201cconcern for natural disasters or climate risks in my previous area&#8221; option was the seventh most common response among Texas respondents and the fifth most common response among respondents as a whole.\u00a0<\/span><\/p>\n<h3><b>Some Flood-Prone Areas Are Still Seeing More People Move In Than Out<\/b><\/h3>\n<p><span style=\"font-weight: 400;\"><br \/>\nAmong the 310 high-flood-risk counties Redfin analyzed, 132 saw more people move out than in last year. That means nearly all of the remaining 178 high-risk counties experienced net inflows (two counties saw net migration of 0). Many of the high-risk counties that saw net inflows are in Texas or Florida.<\/span><\/p>\n<p><a href=\"https:\/\/www.redfin.com\/county\/491\/FL\/St-Johns-County\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">St. Johns County, FL<\/span><\/a><span style=\"font-weight: 400;\"> (just south of Jacksonville) saw 11,661 more people move in than out last year\u2014the largest net inflow of any high-flood-risk county. Next comes <\/span><a href=\"https:\/\/www.redfin.com\/county\/2718\/TX\/Fort-Bend-County\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Fort Bend County, TX<\/span><\/a><span style=\"font-weight: 400;\"> (just outside of Houston), with a net inflow of 10,467, followed by <\/span><a href=\"https:\/\/www.redfin.com\/county\/500\/FL\/Volusia-County\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Volusia County, FL<\/span><\/a><span style=\"font-weight: 400;\"> (home to Daytona Beach), with a net inflow of 9,724.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Flood-prone places with the biggest net inflows are on average more affordable than flood-prone places with the biggest net outflows, which may explain why there are still more people moving in than out. The median home sale price across the 10 high-flood-risk counties with the largest net outflows is $437,239, much higher than the $376,026 in the high-risk counties with the largest net inflows.*<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Florida and Texas exploded in popularity during the pandemic as out-of-towners sought warm weather and relatively affordable home prices (especially those from high-cost states like California). That\u2019s in large part due to immigration. Miami-Dade County\u2019s population jumped 2.3% to 2.8 million in 2024, outpacing <\/span><a href=\"https:\/\/www.census.gov\/library\/stories\/2024\/12\/population-estimates.html?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">national<\/span><\/a><span style=\"font-weight: 400;\"> population growth. That can be explained by net international migration of 123,835\u2014the highest of any county in the nation. Six of the 10 high-flood-risk counties with the largest <\/span><i><span style=\"font-weight: 400;\">domestic<\/span><\/i><span style=\"font-weight: 400;\"> net outflows in 2024 saw their overall populations grow.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;Many of the Americans who left flood-prone areas last year were replaced by immigrants, who in the past were able to evacuate to shelters when disaster struck,\u201d said Redfin Chief Economist <\/span><a href=\"https:\/\/www.redfin.com\/news\/author\/darylfairweather\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Daryl Fairweather<\/span><\/a><span style=\"font-weight: 400;\">. \u201cBut with the government cracking down on immigration enforcement, some immigrants are now hesitant to leave their homes during storms because they are <\/span><a href=\"https:\/\/apnews.com\/article\/hurricane-season-immigration-florida-texas-floods-fema-1f45424d5878293413beb1fd7f0a1c1e\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">afraid<\/span><\/a><span style=\"font-weight: 400;\"> they could be detained.\u201d<\/span><\/p>\n<div id=\"datawrapper-vis-11rJj\" style=\"min-height: 343px;\"><script type=\"text\/javascript\" defer src=\"https:\/\/datawrapper.dwcdn.net\/11rJj\/embed.js\" charset=\"utf-8\" data-target=\"#datawrapper-vis-11rJj\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/datawrapper.dwcdn.net\/11rJj\/full.png\" alt=\"Miami's Domestic Outflow Accelerates, But Its Population Continues to Grow Due to Immigration (Small multiple line chart)\" \/><\/noscript><\/div>\n<p><span style=\"font-weight: 400;\"><br \/>\nMany flood-prone areas saw their populations grow in 2024, but the Trump Administration\u2019s crackdown on immigration could reverse that trend in 2025.\u00a0 Linares, the Miami agent, said he has seen a significant decrease in international business over the past eight months.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cBefore I had homebuyers from Venezuela, Colombia, Brazil\u2014any Spanish-speaking country you can think of,\u201d he said. \u201cThey are non-existent in Miami now. We\u2019re also seeing fewer people move in from Canada.\u201d<\/span><\/p>\n<h3><b>Methodology<\/b><\/h3>\n<p><span style=\"font-weight: 400;\"><br \/>\nClimate risk data comes from <\/span><a href=\"https:\/\/riskfactor.com\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">First Street<\/span><\/a><span style=\"font-weight: 400;\">, which assigns six different climate-risk categories to properties across the U.S.\u2014minimal, minor, moderate, major, severe and extreme. For this report, a &#8220;high-risk&#8221; home is one that falls into the major, severe or extreme category for a climate risk. We define a \u201chigh-risk\u201d county as one that ranks in the top 10% when it comes to the <\/span><i><span style=\"font-weight: 400;\">share <\/span><\/i><span style=\"font-weight: 400;\">of homes facing high risk. That means a high-flood-risk county is one with 23.7%-99.1% of homes facing high risk. The remaining counties are referred to as low-risk counties. Climate-risk scores are based on a property&#8217;s current risk as well as how that risk is expected to grow over the next 30 years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For every county identified, we calculated the net domestic migration for 2024 using the <\/span><a href=\"https:\/\/www.census.gov\/newsroom\/press-kits\/2024\/national-state-population-estimates.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">U.S. Census Bureau&#8217;s Vintage Population Estimates<\/span><\/a><span style=\"font-weight: 400;\"> data. Net domestic migration is the difference between the number of people moving into an area and the number moving out.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The United States has 3,144 counties and statistically equivalent entities. Redfin included in this analysis 3,103\u2014those for which there is both consistent migration data from the U.S. Census Bureau and flood-risk scores from First Street. The total net outflow among the 132 high-risk counties that saw outflows in 2024 was -184,249. The total net inflow among the remaining 178 high-risk counties was 155,222.
