Some residents are leaving in search of cheaper housing or different politics.<\/i><\/strong><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><strong><i>Counties at low risk of flooding gained nearly 70,000 residents last year, the biggest uptick since 2018.<\/i><\/strong><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><strong><i>Miami and Houston top the list of flood-prone places that lost the most residents in 2025.\u00a0<\/i><\/strong><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><strong><i>Some flood-prone counties are still attracting residents, typically those that are relatively affordable.\u00a0<\/i><\/strong><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Flood-prone America lost far more residents than it gained in 2025, continuing and intensifying a trend that started in 2024.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">High-flood-risk U.S. counties lost 63,357 more residents than they gained in 2025. That\u2019s nearly double the net outflow from the year before. In 2024\u2013the first time in five years flood-prone counties posted a net outflow\u201334,099 more people moved out than in.\u00a0<\/span><\/p>\n<div id=\"datawrapper-vis-kxNZo\" style=\"min-height: 456px;\"><script type=\"text\/javascript\" defer src=\"https:\/\/datawrapper.dwcdn.net\/kxNZo\/embed.js\" charset=\"utf-8\" data-target=\"#datawrapper-vis-kxNZo\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/datawrapper.dwcdn.net\/kxNZo\/full.png\" alt=\"Migration Out of Flood-Prone America Is Intensifying (Column Chart)\" \/><\/noscript><\/div>\n<p>&nbsp;<\/p>\n<p><b>The opposite trend is happening in places at <\/b><b><i>low <\/i><\/b><b>risk of flooding. Low-flood-risk counties gained<\/b><span style=\"font-weight: 400;\"> 69,857 more people than they lost last year\u2013the biggest gain since 2018.\u00a0<\/span><\/p>\n<div id=\"datawrapper-vis-2QIcd\" style=\"min-height: 456px;\"><script type=\"text\/javascript\" defer src=\"https:\/\/datawrapper.dwcdn.net\/2QIcd\/embed.js\" charset=\"utf-8\" data-target=\"#datawrapper-vis-2QIcd\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/datawrapper.dwcdn.net\/2QIcd\/full.png\" alt=\"Migration to Low-Flood-Risk Places Nearly Doubled in 2025 (Column Chart)\" \/><\/noscript><\/div>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">This is based on a Redfin analysis of domestic<\/span> <span style=\"font-weight: 400;\">migration data from the U.S. Census Bureau (excludes immigration) and climate-risk scores from <\/span><a href=\"https:\/\/firststreet.org\/\"><span style=\"font-weight: 400;\">First Street<\/span><\/a><span style=\"font-weight: 400;\">. We define a high-risk county as one that ranks in the top 10% when it comes to the share of homes facing high flood risk\u2014in other words, counties with 23.7%-99.1% of homes facing high risk. Migration data for 2025 covers July 1, 2024-July 1, 2025. A <\/span><span style=\"font-weight: 400;\">\u201cnet outflow\u201d measures how many more people moved out of than into an area, while a \u201cnet inflow\u201d measures how many more people moved in than out. This data is subject to revision.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The significant uptick in movement away from flood-prone places suggests that concerns about flooding and climate are beginning to reshape where Americans choose to settle. While high-flood-risk counties are losing residents, lower-risk counties are seeing strong population gains, indicating that more movers may be prioritizing climate resilience and relative safety in their relocation decisions.<\/span><\/p>\n<p><b>Several forces are likely driving residents away from flood-prone parts of America:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Increasing climate risks.<\/b><span style=\"font-weight: 400;\"> Repeated flooding and stronger storms have increased the physical and financial risks of living in vulnerable communities, particularly in coastal and low-lying regions.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Rising cost of homeownership in flood-prone places. <\/b><span style=\"font-weight: 400;\">Homeowners in high-risk counties are facing <\/span><a href=\"https:\/\/www.jchs.harvard.edu\/blog\/insurance-crisis-continues-weigh-homeowners\"><span style=\"font-weight: 400;\">rising insurance premiums<\/span><\/a><span style=\"font-weight: 400;\">, higher repair costs and, in some cases, <\/span><a href=\"https:\/\/www.cnbc.com\/2024\/07\/02\/florida-california-insurance-crisis-spreading-your-state-next.html\"><span style=\"font-weight: 400;\">difficulty obtaining<\/span><\/a><span style=\"font-weight: 400;\"> or renewing flood coverage altogether. Soaring <\/span><a href=\"https:\/\/www.redfin.com\/news\/hoa-fees-surge-florida-2024\/\"><span style=\"font-weight: 400;\">HOA dues<\/span><\/a><span style=\"font-weight: 400;\"> in places that are particularly prone to climate disasters are also a factor.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Those pressures have been compounded by the rising cost of homeownership more broadly. <\/b><span style=\"font-weight: 400;\">Buyers are weighing long-term climate risks when deciding where to move, and many appear to be choosing areas where the threat of flooding\u2014and the costs associated with it\u2014are lower.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Reduced community appeal of flood-prone areas. <\/b><span style=\"font-weight: 400;\">Frequent disasters can also disrupt local economies, damage infrastructure and reduce property values, making flood-prone communities less attractive places to live over time.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Destroyed or damaged homes. <\/b><span style=\"font-weight: 400;\">In some flood-prone counties, thousands of homes have been destroyed or damaged by recent hurricanes, prompting people to move away. For example, 2024\u2019s Hurricane Milton <\/span><a href=\"https:\/\/www.npr.org\/sections\/the-picture-show\/2024\/10\/10\/g-s1-27291\/photos-hurricane-milton-slams-florida\"><span style=\"font-weight: 400;\">devastated properties<\/span><\/a><span style=\"font-weight: 400;\"> across much of coastal Florida.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Factors other than climate, such as soaring home prices and politics. <\/b><span style=\"font-weight: 400;\">Soaring housing costs have driven some residents out of flood-prone places; in Naples, FL, for instance, home prices have nearly doubled since just before the pandemic, and in Miami, they\u2019re up 65%. And Redfin agents have said some people who moved to Florida during the pandemic are now leaving because they don\u2019t like the state\u2019s politics.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">\u201cIf you don\u2019t live here and you\u2019re thinking of moving here, hurricane risk is top of mind,\u201d said <a href=\"https:\/\/www.redfin.com\/real-estate-agents\/kyle-kleinman\">Kyle Kleinman<\/a>, a Redfin agent in Miami. \u201cI\u2019ve worked with a lot of house hunters who were searching in Miami from out of town, then they completely backed out. Most of them realized it\u2019s much more expensive to live here than they thought because of flood risk and sky-high insurance premiums. Coupled with high mortgage rates, the expense is through the roof.\u201d<\/span><\/p>\n<h3><b>Miami Leads List of Flood-Prone Places Losing Residents\u00a0<\/b><\/h3>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/www.redfin.com\/county\/479\/FL\/Miami-Dade-County\"><span style=\"font-weight: 400;\">Miami-Dade County<\/span><\/a><span style=\"font-weight: 400;\"> lost 72,254 more residents than it gained last year\u2013the largest net outflow among the flood-prone counties in this analysis. That\u2019s also the largest net outflow on record for the county.\u00a0<\/span><\/p>\n<div id=\"datawrapper-vis-VF5Ob\" style=\"min-height: 418px;\"><script type=\"text\/javascript\" defer src=\"https:\/\/datawrapper.dwcdn.net\/VF5Ob\/embed.js\" charset=\"utf-8\" data-target=\"#datawrapper-vis-VF5Ob\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/datawrapper.dwcdn.net\/VF5Ob\/full.png\" alt=\"Miami Lost Record Number of Residents in 2025 (Column Chart)\" \/><\/noscript><\/div>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s worth noting that while Miami is losing residents in general, it\u2019s gaining billionaires. The Miami area has become a <\/span><a href=\"https:\/\/www.bloomberg.com\/news\/newsletters\/2026-02-13\/california-tech-billionaires-flock-to-low-tax-miami\"><span style=\"font-weight: 400;\">magnet for ultra-wealthy Americans<\/span><\/a><span style=\"font-weight: 400;\">, partly because it has no state income tax. It lost 43,377 more residents than it gained.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Notably, <\/span><a href=\"https:\/\/www.redfin.com\/county\/1265\/LA\/Orleans-Parish\"><span style=\"font-weight: 400;\">Orleans Parish, LA<\/span><\/a><span style=\"font-weight: 400;\"> (New Orleans) and Jefferson Parish, LA (part of the greater New Orleans area) are both on the top 10 list: They have net outflows of 2,724 and 5,553, respectively. In both of those counties, nearly all (roughly 99%) of homes face high flood risk\u2013the highest shares in the nation. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">In all but two of these counties, net outflow accelerated in 2025 from 2024. The exceptions are Hudson County, NJ (Jersey City) and Orleans Parish.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cClimate risk is becoming a more important factor when Americans weigh the costs and benefits of living in a certain place,\u201d said <\/span><a href=\"https:\/\/www.redfin.com\/news\/author\/darylfairweather\/\"><span style=\"font-weight: 400;\">Daryl Fairweather<\/span><\/a><span style=\"font-weight: 400;\">, Redfin\u2019s chief economist. \u201cRepeated disruptions and damage from extreme weather are making it more expensive\u2013and less predictable\u2013to own homes and live in the most flood-prone parts of the country. It\u2019s becoming more common for natural disasters to cost homeowners money in the form of rising insurance premiums and repairs. When people\u2019s bank accounts take a hit, they\u2019re more likely to genuinely consider living in a less risky place\u2013or reconsider a move to a <\/span><i><span style=\"font-weight: 400;\">risky <\/span><\/i><span style=\"font-weight: 400;\">place.\u201d<\/span><\/p>\n<h3><b>Climate Risk Is a Top Reason Americans Are Moving This Year: Redfin Survey<\/b><\/h3>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Climate risk is one of the top reasons Americans are looking to move, according to a Redfin survey conducted by Ipsos in May 2026.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The survey asked roughly 1,000 U.S. residents with plans to move in the next 12 months about their reasons for moving. Nearly one in six (16%) said \u201cconcern for natural disasters or climate risks in my previous area, including heat, drought, flooding, fire, smoke or poor air quality.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Respondents could choose from 29 possible reasons; concern for natural disasters was the fourth-most common reason. The only more commonly cited answers were \u201cwant more space,\u201d \u201cupgrade to a better home or neighborhood,\u201d \u201cLower overall cost of living,\u201d and \u201cconcern for safety\/crime.\u201d Concern for natural disasters ranked higher than every other option, including \u201cto be with or nearer to family\u201d and \u201cmove for a new job or job relocation.\u201d <\/span><\/p>\n<p><b>Among people planning to move out of state in the next 12 months<\/b><span style=\"font-weight: 400;\">, one in five (21%) are moving due to concern about natural disasters. That was the second most commonly cited reason; only better weather (22%) surpassed it.\u00a0<\/span><\/p>\n<p><b>And among people who have experienced a climate disaster<\/b><span style=\"font-weight: 400;\">, 20% are moving because they\u2019re concerned about natural disasters, the second-most common reason after \u201cupgrade to a better home or neighborhood\u201d and tied with \u201cwant more space.\u201d<\/span><\/p>\n<h3><b>A Look Back: America\u2019s Flood-Prone Counties Have Gone From Attracting Residents to Making Them Think Twice<\/b><\/h3>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Looking back, America\u2019s flood-prone counties <\/span><i><span style=\"font-weight: 400;\">gained <\/span><\/i><span style=\"font-weight: 400;\">residents from 2011, as far back as our records go, to 2016.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The trend reversed the next year, when flood-prone places started losing residents, partly because 2017 and 2018 were two of the most destructive hurricane seasons in history.\u00a0 Hurricane <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Hurricane_Harvey\"><span style=\"font-weight: 400;\">Harvey<\/span><\/a><span style=\"font-weight: 400;\"> in Texas and Hurricanes <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Hurricane_Irma\"><span style=\"font-weight: 400;\">Irma<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Hurricane_Michael\"><span style=\"font-weight: 400;\">Michael<\/span><\/a><span style=\"font-weight: 400;\"> in Florida both caused extensive flooding.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The next sea change happened in 2020, when the pandemic\u2019s record-low mortgage rates and remote work culture motivated many Americans to move to the Sun Belt, <\/span><a href=\"https:\/\/www.redfin.com\/news\/housing-migration-trends-january-2023\/\"><span style=\"font-weight: 400;\">especially Miami<\/span><\/a><span style=\"font-weight: 400;\"> and other parts of coastal Florida. From 2020 to 2023, flood-prone areas gained residents.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That brings us to now, with our most recent data showing movement away from flood zones is accelerating with each passing year.<\/span><\/p>\n<h3><b>Some Flood-Prone Areas Are Still Gaining More People Than They Are Losing\u00a0<\/b><\/h3>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Not all flood-prone parts of the country are losing residents.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Among the 310 high-flood-risk counties Redfin analyzed, 128 saw more people move out than move in. The remaining 182 high-risk counties experienced net <\/span><i><span style=\"font-weight: 400;\">in<\/span><\/i><span style=\"font-weight: 400;\">flows. Many of the high-risk counties that saw net inflows are in Texas or Florida.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In <\/span><a href=\"https:\/\/www.redfin.com\/county\/491\/FL\/St-Johns-County\"><span style=\"font-weight: 400;\">St. Johns County, FL<\/span><\/a><span style=\"font-weight: 400;\"> (just south of Jacksonville), 12,549 more people moved <\/span><i><span style=\"font-weight: 400;\">in <\/span><\/i><span style=\"font-weight: 400;\">than out in 2025\u2013the biggest net inflow of all the high-risk counties in this analysis.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Next comes <\/span><a href=\"https:\/\/www.redfin.com\/county\/2718\/TX\/Fort-Bend-County\"><span style=\"font-weight: 400;\">Fort Bend County, TX<\/span><\/a><span style=\"font-weight: 400;\"> (just outside of Houston), with a net inflow of 10,406, followed by Lee County, FL (Fort Myers, Cape Coral), with a net inflow of 8,603.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Note that the high-risk counties that <\/span><i><span style=\"font-weight: 400;\">gained <\/span><\/i><span style=\"font-weight: 400;\">residents experienced much smaller inflows than the outflows seen by the counties that <\/span><i><span style=\"font-weight: 400;\">lost <\/span><\/i><span style=\"font-weight: 400;\">residents. The county with the most outflow, Miami-Dade, lost more 70,000 residents last year, while the county with the biggest inflow, St. Johns, gained 13,000.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The flood-prone places that gained residents are also generally more affordable than the places that lost them, and that affordability can outweigh climate risks for residents and people looking to move in. For instance, in three of the counties that <\/span><i><span style=\"font-weight: 400;\">lost <\/span><\/i><span style=\"font-weight: 400;\">the most residents\u2013Kings County, NY (Brooklyn), Marin County, CA, and Monroe County, FL (Key West), the median list price for a home is about $1 million or more. For this report, a &#8220;high-risk&#8221; home is one that falls into the major, severe or extreme category for a climate risk. We define a \u201chigh-risk\u201d county as one that ranks in the top 10% when it comes to the <\/span><i><span style=\"font-weight: 400;\">share <\/span><\/i><span style=\"font-weight: 400;\">of homes facing high risk. That means a high-flood-risk county is one with 23.7%-99.1% of homes facing high risk. The remaining counties are referred to as low-risk counties. Climate-risk scores are based on a property&#8217;s current risk as well as how that risk is expected to grow over the next 30 years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For every county identified, we calculated the net domestic migration for 2025 using the U.S. Census Bureau&#8217;s Vintage Population Estimates data. Net domestic migration is the difference between the number of people moving into an area and the number moving out.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The United States has 3,144 counties and statistically equivalent entities.
