It was followed closely by Sutter County, also in rural Northern California.<\/i><\/strong><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><strong><i>Just one-third of the country\u2019s 308 fire-prone counties lost more residents than they gained, while the other two-thirds gained population.\u00a0<\/i><\/strong><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><strong><i>Pinal County, AZ, located between Phoenix and Tucson, gained about 21,000 more residents than it lost in 2025, largely because of its proximity to major job centers. Next was Washington County, UT, home to St. George.\u00a0<\/i><\/strong><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Fire-prone parts of rural Northern California are losing more residents than they\u2019re gaining, bucking the national trend of Americans moving <\/span><i><span style=\"font-weight: 400;\">into <\/span><\/i><span style=\"font-weight: 400;\">fire-prone parts of the nation. Roughly two-thirds of the fire-prone counties in the U.S. are gaining more residents than they\u2019re losing.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tuolumne County, CA, located in the Yosemite foothills and about 170 miles east of San Francisco, lost 775 more residents than it gained last year. That\u2019s a modest net outflow, but it\u2019s the largest among the fire-prone counties in this analysis.\u00a0 It also marks the first time the county has experienced a net outflow in a decade, except 2022.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sutter County, CA, located about 40 miles north of Sacramento, had the second-biggest outflow of residents in 2025, losing 754 more residents than it gained\u2013the third straight year of outflow from the area. Another Northern California county\u2013Lassen, located in far northeastern California and known for its rugged outdoor recreation\u2013comes in fourth, with a net outflow of 502 residents in 2024, marking the eighth straight year of population losses. We define a high-risk county as one that ranks in the top 10% when it comes to the share of homes facing high fire risk\u2014in other words, counties with 84.3%\u201399.8% of homes facing high risk. Migration data for 2025 covers July 1, 2024-July 1, 2025. A \u201cnet outflow\u201d measures how many more people moved out of than into an area, while a \u201cnet inflow\u201d measures how many more people moved in than out. This data is subject to revision.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Unlike many fire-prone parts of the U.S. that continue to attract new residents, these Northern California counties face a combination of rising insurance costs, limited housing and job growth, and geographic isolation, along with persistent wildfire risk. Those challenges are outweighing the area&#8217;s traditional appeal: outdoor recreation, scenic landscapes and relatively affordable homes. The population losses also follow several years of increasingly destructive wildfires, particularly in Tuolumne County.<\/span><\/p>\n<p><b>Here\u2019s more detail on each area:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Tuolumne County:<\/b><span style=\"font-weight: 400;\"> Tuolumne has been hit especially hard by California&#8217;s home-insurance crisis, with one of the nation&#8217;s highest homeowners insurance nonrenewal rates due to wildfire risk. Limited housing, infrastructure constraints and a shortage of local jobs have also made it harder to attract and retain residents. The county has endured several years of destructive wildfires, including the 2025 TCU Lightning Complex Fires, which destroyed homes and forced evacuations, making the Sierra foothills a less attractive place to live.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Sutter County:<\/b><span style=\"font-weight: 400;\"> Although it&#8217;s within commuting distance of Sacramento, much of Sutter County is rural and agricultural. It faces wildfire and flood risks, infrastructure challenges and a limited local job base, prompting some residents to relocate closer to stronger employment centers.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Lassen County:<\/b><span style=\"font-weight: 400;\"> Lassen has struggled with population decline for years due to its remote location, aging population and limited employment opportunities outside government, corrections, healthcare and natural resources. Wildfire risk and insurance challenges have compounded those long-standing headwinds. The county has also been affected by major fires in recent years, including the Dixie Fire in 2021 and the Park Fire in 2024.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">\u201cWildfire risk alone is rarely enough to deter people from living somewhere. But when the area is isolated and also lacks job opportunities, it\u2019s tough to justify living there,\u201d said <\/span><a href=\"https:\/\/www.redfin.com\/news\/author\/darylfairweather\/\"><span style=\"font-weight: 400;\">Daryl Fairweather<\/span><\/a><span style=\"font-weight: 400;\">, Redfin\u2019s chief economist. \u201cBy contrast, fire-prone places that also happen to have booming job markets and proximity to major city centers are still attracting new residents, because those advantages often outweigh concerns about wildfire risk.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The other fire-prone counties with the biggest net outflow of residents are mostly rural, inland parts of the country. Summit County, UT, home to Park City, comes in fifth, followed by Taylor County, FL, near Tallahassee, and Lea County, NM, an oil producer that borders Texas. One more southeastern New Mexico county is on the list, along with two small-town Idaho counties.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s also worth noting that Summit County, UT (Park City) and Blaine County, ID (Sun Valley) are expensive ski towns; average people are increasingly priced out of them.\u00a0<\/span><\/p>\n<h3><b>Most Fire-Prone U.S. Counties Are Gaining Residents, Led By Arizona and Utah<\/b><\/h3>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Pinal County, AZ, located between Phoenix and Tucson in central Arizona, gained 21,315 more residents than it lost in 2025\u2013the biggest net inflow of any fire-prone county in the U.S., by far.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Washington County, UT, home to St. George and Zion National Park, had the second-biggest net inflow, gaining 4,714 more residents than it lost last year. Parker County, TX, located near Fort Worth, comes in third, with a net inflow of 4,614.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One other Arizona county and one other Utah county\u2013Tooele, located near Salt Lake City\u2013are among the top 10 fire-prone places gaining the most residents. Texas is home to four of them, and Creek County, OK rounds out the 10.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Of the 308 fire-prone counties in this analysis, 204 are gaining more residents than they\u2019re losing. They also tend to be located on the fringes of fast-growing metropolitan areas, where housing is typically more affordable than in nearby big cities. In nine of the 10 of the fire-prone counties gaining the most residents, the typical home costs less than $600,000\u2013and in five of the 10, the typical home costs less than $400,000.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For instance, many people move to Pinal County because homes cost less than they do in nearby Phoenix, but it\u2019s close enough to commute to jobs in the bigger city. For this report, a &#8220;high-risk&#8221; home is one that falls into the major, severe or extreme category for a climate risk. We define a \u201chigh-risk\u201d county as one that ranks in the top 10% when it comes to the <\/span><i><span style=\"font-weight: 400;\">share <\/span><\/i><span style=\"font-weight: 400;\">of homes facing high risk. That means a high-fire-risk county is one with 84.3%\u201399.8% of homes facing high risk. The remaining counties are referred to as low-risk counties. Climate-risk scores are based on a property&#8217;s current risk as well as how that risk is expected to grow over the next 30 years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For every county identified, we calculated the net domestic migration for 2025 using the U.S. Census Bureau&#8217;s Vintage Population Estimates data.
