This district is intended to provide for the preservation of environmentally sensitive areas including flood plains and ridge tops and to provide for the proper timing, phasing and transitioning of growth within areas of undeveloped and/or environmentally sensitive areas including flood plains and ridge tops property for which the Planning Commission's zoning authority encompasses.
