The P-R zones are intended to provide for residential districts of single-family and multiple-family planned residential developments with various densities and a variety of housing types. The maximum number of dwelling units per acre permitted on parcels of land zoned P-R is indicated by the numerical character following the P-R designation. The type of dwelling units permitted, as either detached (D) or attached (A) living units, is indicated by the alphabetical character following the P-R designation. All parcels zoned P-R-(D) must be developed with detached living units only. Land zoned P-R-(A) may be developed with either attached or detached living units. The P-R zone classification and its application is for the following principal objectives and purposes: To provide for an orderly and harmonious development of planned residential units; To promote compatible development of such areas to residential and commercial purposes and development of a harmonious relationship between such uses; To protect the public health, safety and general welfare by encouraging and requiring the most appropriate use of land within the area so zoned; To assure that proposed structures and developments in the district will not be so at variance with the development of other structures in the district as to cause substantial depreciation of property values; To assure that proposed structures in such a zoned area will not be at variance with other developments in the area either by way of lack of public access, inadequate off-street parking or other features; To accomplish the purposes designated in this section by regulating the type, size, location, bulk, appearance, signs and other features of structures and developments on an individual basis; To consider developmental standards on the basis of the suitability of the site for the particular use or development so as to avoid traffic congestion, prevent economic injury to property, both publicly and privately owned, and assure compliance with the general plan by requiring the submission of precise plans for review and approval prior to the issuance of any building permits within a P-R zone.
