Winston, located between Lake Parker and Downtown Lakeland, is a residential and industrial Lakeland neighborhood with a grid of mid-century streets and a working-warehouse edge. The neighborhood’s character concentrates around the Lake Parker Drive and US-98 corridor, where auto shops, small storefronts, and freight traffic set a practical, on-the-move tone. Nearby, Polk Theatre anchors local culture with a classic marquee and a steady calendar of screenings. The RP Funding Center adds arena-scale concerts and events to the mix. Lake Parker Park frames the area with open water views, boat ramps, and long shoreline paths.

Mobile Home District
It is the intent of the mobile home district to provide separate areas for mobile home development. Separate areas are provided because mobile homes are constructed to different design standards than conventional dwelling units and the mixture of the two has a destabilizing effect on both housing types. Separate areas for mobile home development are also needed to allow for the provision of adequate emergency shelter for mobile home residents in accordance with adopted policy of the Central Florida Regional Planning Council.Uses permitted by right include mobile home parks and mobile home subdivisions. Mobile home parks are developments in which individual mobile home pads are rented, leased or held in condominium ownership by occupants. Mobile home subdivisions are developments in which mobile home lots are individually owned as in conventional single-family subdivisions.Recreational vehicle parks are permitted as conditional uses. It is the intent of this code that a significant number of recreational vehicle spaces not be included in mobile home parks. Recreational vehicle facilities are prohibited in mobile home subdivisions.
