Planned Unit Development District

This district is intended to provide flexible land use and design regulations through the use of performance criteria; so that small-to-large scale areas, or portions thereof, may be developed with a variety of residential types and nonresidential uses, and may contain both individual building sites and common property; A planned unit is to be designed and organized so as to be capable of satisfactory use and operation as a separate entity without necessarily needing the participation of other building sites or other common property in order to function as a neighborhood. This section specifically encourages innovations so that the growing demands of residential and nonresidential uses may be met by a greater variety in type, design, and siting of buildings and by the conservation and more efficient use of land; This section recognizes that the standard zoning functions use and bulk and the subdivision function platting and design are appropriate for the regulation of land use in areas of neighborhoods that are already substantially developed. This section further recognizes that a rigid set of space requirements along with bulk and use specifications would frustrate the application of this concept. Therefore, where PUD techniques are deemed appropriate the land may be rezoned to a PUD District. In so doing, conventional use and dimensional specifications are ignored in this section and are herein replaced by an approval process in which an approved plan becomes the basis for continuing land use controls. This provides the means by which City Commission may approve land development plans which meet or exceed the level of development quality required by regular city zoning standards; It is intended that this district offer development design flexibility to developers, in order to encourage imaginative, functional, high quality development planning. The use of this district shall be limited to those development projects which will result in desirable community environmental qualities and development which is compatible with surrounding lands and activities.
