The purpose of this district is to allow for the development of fully integrated, mixed-use pedestrian oriented neighborhoods. The intent is to minimize traffic congestion, suburban sprawl, infrastructure costs, and environmental degradation. The provisions of this district are based on urban design and development conventions which were widely used in the United States from colonial times until the 1940's and were based on the following principles: All neighborhoods have identifiable centers and edges.; The center of the neighborhood is easily accessed by non-vehicular means from lots on the edges (i.e. approximately one-quarter-mile from center to edge, or a five-minute walk).; Uses and housing types are mixed and in close proximity to one another.; Street networks are interconnected and blocks are small.; Civic buildings are given prominent sites throughout the neighborhood.
