Multi-Dwelling High Density and Limited Retail and Office District
The R-4 density to be established by the city district is a high-density multi-dwelling district allowing a minimum of ten dwelling units per acre and a maximum as defined by the developer and accepted/approved by the city. For lots, parcels, and tracts zoned R-4 prior to the effective date of the 2001 zoning code as amended September 4, 2001, 40 dwelling units per acre shall be the maximum density permitted. Apartments in any configuration/grouping shall be permitted as a means to meet the applicable density requirement for this district. Mobile home parks and apartments are the only allowed housing types in this zone. Limited retail, institutional and service-oriented uses are allowed. This development should be compatible with other multi-dwelling districts and high intensity and regional commercial uses. The R-4 zoning districts should be located on roadways classified as collector or above and should be located where public transportation is available and commercial and employment opportunities are nearby.
