Land which, prior to the adoption of this ordinance, had been zoned to permit single-family dwelling units at a gross density exceeding two dwelling units per acre will not be required to conform with the new single-family residential maximum gross density.; 5. Clustering of single-family dwelling units on a tract of land will be permitted, provided that new open space from that tract of land is reserved for use by the residents of that tract of land and provided that a maximum gross density of two dwelling units per acre averaged over the entire tract of land is not exceeded.; 6. Schools, churches, libraries, and other public and quasi-public uses shall be required to locate along major roadways at the edge of neighborhoods.
