Moderate to High Density One and Two-Family Residential: The purpose of the R-4 District is to permit moderate to high density one-and two-family residential dwellings on central sewer and water facilities. Encourage renewal of older areas where new development and restoration are needed to revitalize the area. Permit special consideration of property with unique features, such as historical significance, unusual topography, landscape amenities, size, and shape. Recapture bypassed land so poorly planned and developed as to be a public liability. Simplify processing of development proposals for developers and the Commission by providing for concurrent review of land use, subdivision, public improvements and site considerations.
