The purpose of the R-3 District is to protect and conserve areas of predominantly multifamily apartments, built at relatively high densities, and provide for the construction of new high-density residential developments commonly referred to as townhouse apartments and garden apartments. The regulations set forth in this Section or set forth elsewhere in this Chapter, when referred to in this Chapter, are the regulations in the R-3 Multiple-Family Residence District.
