The interest of the public in its highways and major thoroughfares and the interests of the owners of adjacent lands are generally interdependent, but often in conflict. The efficiency, permanency, safety, and convenience, and enjoyment of such highways and major thoroughfares depend to a great extent upon the way such adjacent lands are utilized.
