281 S. Franklin Street was listed in 1989 on the National Register of Historic Places as a ''significant structure'' in Wilkes-Barre's River Street Historic District. Architecturally, the building illustrates the Queen Anne style which was first introduced to Wilkes-Barre in 1883 The three-story, brick building (completely re-pointed about ten years ago) includes a slate roof and a stone and mortar foundation. There are ten (10) apartments in the building including 5 studio and 5 one-bedrooms.
